The USDA, Animal and Plant Health Inspection Service (AHIS), Plant Protection and Quarantine (PPQ) intends to procure light brown apple moth lure for the detection and delimiting survey work to be performed in conjunction with the light brown apple moth eradication program in California
APHIS intends to award multiple commercial indefinite delivery indefinite quantity (IDIQ) commercial contracts with firm fixed price line items for the light brown apple moth lure.
The Light Brown Apple Moth (LBAM) is native pest to Australia and is found in New Zealand, Ireland, the United Kingdom and Hawaii. The host range for LBAM is broad with more that 2000 host plants including fruit stone fruit, apples, pears, grapes, and citrus vegetables, nursery stock, and ornamental plants, and cut flowers. If left uncontrolled, LBAM has the potential to cause significant economic losses resulting in crop losses, increased production costs, and the possible loss of international and domestic markets.

A recent research report from New Zealand showed data that stressed the need for greater isomeric purity in the larger compound. As a result of this amendment the specifications have been changed (attached).

The purpose of amendment 0002 is to allow the special marking on the individually wrapped LBAM lure dispensers (Section D.2 Special Packaging and Marking) to be either one sided or on the front and back. The required language does not change.

The purpose of this amendment is to change the submission requirements to include a sample lure which will be chemically evaluated (see section M). The entire scope of work has been updated with all amendments (0001 through 0003) and is attached for reference. As a result of this amendment the solicitation due date has been extended.
The purpose of this amendment is to amend the statement of work section C Specifications to allow the use of PVC matrix type dispenser in lieu of a synthetic rubber septum. It also amends section M Evaluation Factors for Award to state that offerors shall submit a lure (packaged as specified in section D2 Special Packaging and Marking) and a separate 50mg sample of neat (i.e., pure and undiluted) acetate. If the LBAM pheromone is premixed send a 50mg sample of that pheromone.
