This is a combined synopsis/solicitation for commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and in the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is SA1301-8-RQ-0015. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. The NAICS code is 541110 LEGAL SERVICES, and the associated small business size standard is $6.5M. The Government shall award one fixed price task order type contract as a result of this RFQ. As part of a U.S. Government inter-agency process, through the Commercial Law Development Program (CLDP), and entity of the U.S. Department of Commerce, Office of the General Counsel has been providing technical assistance, including Capacity Building in Commercial Law programs in several Arab countries. (CLDP manages the program and shares expertise with other USG agencies. CLDP s technical assistance now includes a program to train lawyers working for Ministries or State-Owned Enterprises (SOE).
Through the present contract, the Contractor will assist CLDP with organizing and conducting seminars and workshops for lawyers working for Ministries or State-Owned Enterprises (SOE).
The duration of this contract is from date of award through June 30, 2009 with two one year option periods. The Government contemplates award of a Requirements Contract, FAR 52.216-21, resulting from this RFQ. Vendor must be actively registered in the Central Contractors Registration, CCR, in accordance with 52.204-7. The solicitation notice and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (FedBizOpps) site www.fedbizopps.gov or www.eps.gov. All responsible sources may submit a response which if timely received, must be considered by the Agency. No paper copies of solicitations or amendments will be issued.
