Marine Corps Base Camp Lejeune, NC hereby gives notice of intent to award a Sole Source Fixed-Priced contract to Special Communications, 2838 Croix Court, Virginia Beach, VA 23451-1365, for the acquisition of Land Mine Training Kits, under the authority of FAR 13.501, for the reasons set forth under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Miltra Engineering Ltd is the only manufacturer of the required items, and Special Communications is the sole distributor for the manufacturer in the United States. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency (see Attachment #1). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Refer to Numbered Note 22. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed acquisition is unrestricted and the Government intends to make only one award. Associated North American Industry Classification System (NAICS) code for this requirement is 423690. The Land Mine Training Kits, are essential to support the Mobile Training Teams, providing on-hand instruction in a classroom setting; mine awareness; and recognition of Improvised Explosive Device (IED) that pose a threat to Marines who deploy. The Land Mine Training Kits will be incorporated into the curriculum at the Engineer Center of Excellence at Marine Corps Base Camp Lejeune, NC. The required line item and features are as follows: (CLIN 0001) Land Mine Training Kits Training replica of land mines (TAMMS-Mine).
