Additional Requirements:The Stormwater Management Division of the Richland County Department of Public Works is soliciting proposals from the pre-qualified engineering firms for engineering services on Crane Creek stabilization/improvement project. Project Name: Lake Elizabeth € Phase II Description of project: The Lake Elizabeth Phase II Crane Creek stabilization/improvement project is being performed in an effort to improve water quality downstream. This project is part of the implementation of the Lake Elizabeth Concept Study Project that was completed by Richland County Stormwater Management recently. The concept study report will be made available to the engineering firms upon request. The general scope of the project is to provide engineering services to identify the hotspots (erosion or scoured areas of Crane Creek) and develop customized solutions to repairing those hot spots. Crane Creek (shown in Attachment A) runs approximately three miles from the Hospitals Lake on the eastern side of Farrow Road to Lake Elizabeth. The creek flows through mostly undeveloped land. By looking at the Richland County aerial maps, there appears to be approximately six locations where large concentration of storm water would be discharged (Nina Lee Road, Jasmine Place Subdivision, I-77, Briarcliff Subdivision, Providence Plantation Subdivision, and Farrow Road) that may be in need of attention. Note: This project will not encompass stabilization of entire Crane Creek. The idea of this project is to stabilize certain hot spots of the Creek that need immediate attention for water quality control purposes. Detailed Scope of services: The services to be provided under this project will include: Surveying - The engineer will provide all design surveying and initial construction staking. As-built surveying will be performed upon completion and delivered in accordance with Richland County € s Digital Data Submission Requirements. Permits - The engineer will prepare and submit all applicable permit applications and follow-up through approval prior to advertisement of the project for construction bidding. Geotechnical Investigation - The engineer will provide all subsurface exploration and soil testing required, if any, to accomplish the design phase. Design Calculations - The engineer will perform all engineering calculations necessary to complete the plans and contract documents for the project. Neighborhood meetings may be necessary to address concerns overlooked by calculations. Engineer provides materials for neighborhood meetings as needed. Monthly Project Update Meetings € The engineer will meet with Richland County Contracting Office € s Representative (COR)/Project Manager once a month till the close out of the project to update and discuss path forward for the project. Engineer will prepare minutes for these meetings and provide to COR within 3 days of the meeting. Utilities - The engineer will perform all necessary surveying and research required to determine all utilities that affect the design and construction of the project. The engineer will be responsible for de-conflicting utilities and coordinating with contractor for utility relocation. Exposed sanitary sewer lines should be addressed, as they present water quality risks. Construction Plans and Specifications - The engineer will prepare detailed plans and technical specifications for construction of the project with enough copies to complete the bidding process. The engineer will provide Richland County with three copies of the plans and specifications prior to bid. In addition, the engineer will provide the selected contractor with three copies of the plans and specifications. Drainage Easements - The engineer will determine the necessary easements required for construction of the project, as well as slope permissions, temporary construction easements, hauling/spoiling on-site logistics etc and prepare necessary language for acquiring them. Acquisitions - Richland County obtains easements/permissions as per directions from the engineer. At present, the number of properties affected by the project has not been determined. Cost Estimate - The engineer will provide an engineer € s cost estimate of construction costs for the project. Bid Documents - The engineer will prepare all necessary bid documents required for bidding the project. All bid documents will be reviewed by the Stormwater Management Division and the Richland County Procurement Department prior to advertisement of the project for bids. Review of Bids - The engineer will review the bids and recommend a contractor for the construction contract. Contract Administration - The engineer will provide contract administration of the construction contract to include all coordination with the contractor, inspections, inspection reports (reports should be submitted to Richland County in timely manner for the County to make official submissions to regulating agency), any vital documentation as required by regulating agencies, review of pay applications and change orders and verifications of quantities. Construction Conferences - The engineer will conduct all necessary construction conferences to include the pre-bid and pre-construction conferences as well as a utility coordination meeting prior to the start of construction. Inspections - The engineer will perform construction inspections to ensure adherence to specifications and as necessary to fulfill the contract administration responsibilities but with a minimum of two site visits per week during active construction. This will include full time inspection during critical construction operations, installation of vital BMP structures etc. Testing - The engineer will provide all material testing and quality control required to insure compliance with the plans and specifications. Final Inspection - The engineer will arrange and conduct the final inspection with the contractor and Richland County. In addition, the engineer will arrange and conduct a one-year warranty inspection with Richland County. Deliverables € The engineer will provide Richland County with a certified as-built survey (digital and hardcopy) referenced to the South Carolina State Plane Coordinate System. The engineer will provide a maintenance plan with scheduling based on estimated sediment loadings, suggested equipment requirements, and accessibility. Qualifications and content of proposal: Qualified Engineering/Consultant firms should show demonstrable experience in providing engineering services for the evaluation, development and implementation of stormwater management program requirements under State and Federal regulations. A significant criterion in the evaluation process will be the extent to which the proposal adheres to all regulating agencies requirements/standards. Considerations for award of contract will include past performance with Richland County, experience on similar projects, and budget for services. Richland County reserves the right to reject any or all proposals, waive any formality in the proposal process, or accept the proposal deemed to be in the best interest of the County. Additional information to be provided in your proposal: a) Name of Firm b) List of similar projects completed within the last five (5) years c) Approach for performing work and project development process delineating percentage of work to be done with timeline and types of submittals. d) Detailed cost analysis. Provide an engineering firm services lump sum fee broken down by each task item and man-hours. The lump sum fee will not be exceeded unless the scope of work is changed by Richland County. e) Availability of Firm f) Schedule and Time line for doing the project. It should include a minimum of two weeks for individual line items to allow for DPW reviews and provision for monthly report submission by the firm. g) Name, Address, Phone Number of Main Contact Person. Provide the names, qualifications and past experience of all personnel to be used on this project. In addition, provide information on laboratory facilities, certifications and field procedures if any involved. h) Richland County Geographic Information Systems (GIS) data needs: The proposal must identify all data needs within existing/available Richland County € s GIS data to be used in work identified within the project scope. Available data is listed on RichlandMaps.com ( € Data € section). Delivery of requested GIS data will be arranged by the IT/GIS department without licensing fee to the contracted Contractor/vendor. Contractor/Vendor and any subcontractors must agree to and sign standard County GIS Data License Agreement (GIS-0260 GIS Data License Agreement). Per County Ordinance Section 2-261(D)(3), fee waiver requests must have written approval of County Administrator prior to execution of contract. i) List three (3) professional references including contact name, address and telephone number. j) If the engineering firm is not a pre-qualified firm for Storm Drainage, it needs to submit additional required documentation to the Richland County Procurement which allows the firm to be qualified. Qualification status is mandatory for the submitted proposal to be considered by the Division.
