The Centers for Disease Control and Prevention, Procurement and Grants Office intends to issue a Request for Proposal (RFP) for laboratory analyses of participants in the National Health and Nutrition Survey (NHANES). This is a performance-based contract. A single award will result from this solicitation, with a firm-fixed price contract. The period of performance is a base period of 6 months plus 2 year cycles for four 4 years. All laboratory data must be comparable throughout the survey with the same laboratory and methods used. The contractor shall perform laboratory analysis for one or two options of the following: HLA_B27 testing or HLA_B27 and subtypes tests. For option one use whole blood to assess for the presence of the human leukocyte antigen B27 by using a dot blot or DNA based assays reported as a positive or negative result for the presence of HLA_B27. For option two if the HLA_B27 test is positive, perform a follow-up test to determine the specific HLA_B27 subtype. The contractor shall list the specific HLA_B27 subtypes to be tested and reported. At a minimum these will include the HLA_B27 subtypes found among healthy persons as well as the subtypes associated with spondyloarthritis and uveitis. HLA_B27 subtypes shall be uniquely identified without ambiguities whenever possible. Contractor must have a well-established quality control program and document that the method used is a calibrated system with at least 2 years of quality control data. The RFP documents will be available electronically on the Federal Business Opportunities Web Site at http://FEDBIZOPPS.GOV under RFP Number 2008-N-10445 on or about 06/11/2008, with a 30 day closing. Paper copies WILL NOT be available and telephone requests or fax requests will not be accepted. Once the solicitation is posted, it is incumbent upon the interested parties to review this site for any updates/amendments. Prospective offerors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award.
