The Naval Air Systems Command (NAVAIR) intends to issue a Basic Ordering Agreement (BOA) follow-on Delivery Order for the F/A-18 A-D LITENING Station 4 Delta Effort. The effort will consist of three technical activities that will provide the necessary data to support a fleet flight clearance for carriage of the LITENING targeting pod on weapon station 4 of the F/A-18A/D Lot 17 and below aircraft. The technical activities required to complete the effort include static correlation testing to update the Finite Element Model (FEM) for strain prediction, structural analysis of the air vehicle and pylon interactions and dedicated full envelope flight test. At the completion of the three activities, Contract Data Requirements Lists (CDRLs) will be provided to the government.

NAVAIR intends to negotiate this BOA Order on a sole source basis with McDonnell Douglas Corporation (MDC), a Wholly Owned Subsidiary of The Boeing Company, St. Louis, MO 63166-0516. MDC is the sole designer, developer, manufacturer and supplier of the F/A-18 Weapon System, and only MDC has the F/A-18 peculiar engineering data, capability, resources and expertise required to perform NAVAIR s requirements. See Numbered Note 22. Reference Number 20059-08.
