SOURCES SOUGHT The U.S. ARMY CECOM Life Cycle Management Command is issuing a Sources Sought announcement for Contractor Logistics Support (CLS) on the Airborne Reconnaissance Low-Communications Intelligence (ARL-C) System. The ARL-C System is an airborne day/night signals intercept and direction finding system employing a suite of sensors to exploit a variety of ground communications targets. CLS of the ARL-C System is needed to provide depot maintenance, field service representative support, training, post deployment software support, and fly-away operations. Contractor's are required to express their interest for this effort by 10 July 2008 to John.Proper@us.army.mil or Jay.Mabrey@us.army.mil at (540)-542-5239. The US Army Product Director for Airborne Reconnaissance Low has a requirement for the maintenance required to support the daily operations of the onboard Airborne Reconnaissance Low (ARL) Primary Mission Equipment (PME) for the Airborne Reconnaissance Low COMINT (ARL-C) for four (4) months at Fort Bliss, TX; deployments to classified sites within the US Southern Command Area of Regard (SOUTCOM-AOR), and be prepared to deploy to any designated area worldwide. The contractor shall provide capabilities, services, materials, and personnel necessary to sustain the ARL-C mission payload at a Fully Mission Capable (FMC) rate of 90%. The term system is defined as one (1) ARL-C system; which includes all Primary Mission Equipment (PME) and subsystem electronics, Government Furnished Property (GFP) voice communications transceivers installed in the mission racks, ARL-C PME related GFP Remote Control Units (RCUs) installed in cockpit, interfaces to COMSEC/CCI and mission antennas (including all interfaces to PME antennas; the contractor will provide assistance to the aircraft CLS maintainer with antenna replacement and repair. The contractor will maintain the ARL-C Ground Station and provide technical assistance to the command on all ARL-C related reporting, data manipulation, and product dissemination media. The Contractor shall troubleshoot and repair SRE equipment within US Government provided training and procedural guidelines. The contractor shall maintain the Automated Ship Location (ASL) software aboard the ARL-C aircraft. The contractor may be required to coordinate all activities relating to calibration site approval except or until such time the Government enters into formal or informal agreements within DoD guidelines. Additional hardware support may be added at a later date in agreements between the contractor and Government. Logistics support shall be in accordance with (IAW) applicable Federal Aviation Administration (FAA) procedures, using Military (MIL) standards as guidelines, and shall include all supplies, and services necessary to maintain the system equipment and support items.
