B ? NIST Technical Support Services for the Technology Services Leadership Council, dated January 24, 2008.    
This is a solicitation for commercial services prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation Number NB200000-8-02816mac is issued as a request for quotation. This solicitation is set aside exclusively for small business concerns. The North American Industry Classification Code (NAICS) is 541611.     The NIST has a requirement for     1.     Background Information:
The National Institute of Standards and Technology (NIST), Technology Services (TS) Leadership Council (LC) identified underlying issues related to falling scores in the third bi-annual employee progress survey. The TS-LC selected priorities for improving the TS leadership and management practices that appeared to result in the poor employee responses on the survey and worked to develop a list of priorities for action.
2.     Purpose:     The purpose of this acquisition is to :
1.       Support the TS leadership     in transition to     effective NIST OU Directorate.
2.       Better identify the     Deputy Director?s role, position goals, related responsibilities and accountabilities.
3.       Support     the TS leadership     in effectively communicating these expectations with the Deputy Director and other relevant parties at NIST (both within the OU and elsewhere.)
4.       Provide input and feedback to the TS Director on matters related to effective internal and external communications of the U.S. Measurement System .
3. Contractor Requirements
3a Specific Tasks:
Task i. Provide consultation and coaching       to improve leadership effectiveness over time and monitoring resulting changes in leadership style and effectiveness and lead the OU?s transition toward an innovative, world-class global resource for NIST and its customers.    
Task ii. Assist to develop a Deputy Director role clarification plan and communications strategy for how to implement the plan.
Task iii. Provide input and guidance on strategies to improve USMS communications, outreach and internal support.
3b. Leadership Training for the TS leadership:
Task i - Develop a draft written coaching plan for an     OU Director based on extensive, existing knowledge of support provided for other NIST OU and successful SES leaders.
Task ii - Review the plan with TS leadership     and adjust the plan as needed.
Task iii ?Conduct weekly     coaching sessions with TS leadership     and provide an assessment of progress at the end of the period of performance.
3c. Deputy Director Support Function:
Task i ? Develop written role, goals, responsibilities and accountabilities for Deputy Director, and integration into NIST upper management to be recommended .
Task ii - Meet with TS leadership to assist in clarifying and communicating responsibilities to relevant parties.

Task iii - Meet with TS leadership to debrief on communication issues     what worked, what did not, and a recommend how to proceed.
Task iv -Transform the TS leadership and Leadership Council?s team effectiveness, specifically around strategic thinking, problem solving, decision-making, accountability and communications related to the TS initiatives. a. Shape, launch and support a staff-based Transformation Team (T-Team) as an extension of the LC?s efforts to move the OU toward its future initiatives, b. Continue the planning and communication processes begun under previous work, c. Craft key messages based on the above that are tailored to specific audiences within the OU, throughout NIST and externally.
3d. Input on USMS Communications and Internal Support Strategy
Task i ? Meet with the TS Leadership     to advise on internal and external communications matters related to the USMS.
Task ii ? As requested, other tasks could include:
?       Brand audit of existing communications materials to identify opportunities for improvement or ?red flags? (e.g., where the message is actually damaging USMS or NIST).
?       Help the TS Leadership to position the USMS with stakeholders and target audiences.
?       Develop written communications plans for internal and external audiences.
?       Identify strategy and tactics to strengthen or accelerate internal support and adoption of USMS-related priorities.
?       Create key messaging for different target audiences (internal and external).
?       offer feedback, ideas, models, tools for work begun under this contract, and provide confidential ?safe harbor? for working through leadership challenges.
?       Custom develop necessary tools and materials related to this work with the OU Director.
?       Research and provide external resources (e.g., articles, case studies, examples, etc.) to support this effort.
?       Provide     support between regular meetings as needed(email, telephone).
?       Craft key messages for specific audiences (inside NIST and outside) as needed to support these efforts.
Task 5: Improve LC?s Problem Solving
Improve the TS Leadership Council?s (LC?s) effectiveness in problem-solving, decision-making, conflict management, communications and boundary management to transformation of the OU.
Support the TS Leadership to     :
?       Work closely with the LC to further develop the vision for TS to develop action plans and roadmaps for each of the ?Five Bold Steps? action plan for realizing future initiatives.
?       Develop curriculum of vision-related topics for LC focus and action based on performance improvement goals.
?       Research and identify materials, guest speakers or other developmental opportunities to support the curriculum.
?       Meet monthly with the LC as a group; conduct follow-up 1:1 meetings/calls with individual LC members as needed
?       Facilitate monthly group meetings to support this task.
?       Measure LC progress toward goals.

5.     Period of Performance: The period of Performance shall be a base period beginning at date of award through October 31, 2008 with one,(1) year option period.     6.     Place of Performance: Work shall be performed at contractor?s site and the NIST campus.7.     Government ? Furnished Property, Data and/or Information: The Government will provide the necessary access.     8.     Performance Requirements Summary:     Contractor shall meet individually with TS Director weekly.

Deliverables: Monthly reports: The monthly reports shall include the details of the effort, including hours spent in each activity.     This report will include but not be limited to reports on any of the related activities pertaining to this contract detailing accomplishments during the specified time period.     COTR:     The Contracting Officer?s Representative (COR) is : to be determined,     National Institute of Standards and Technology. Place of Performance: NIST 100 Bureau Drive, Gaithersburg, Maryland 20899-1640.       Price Quote ?     The contractor shall submit the best potential fixed monthly price to provide the services of the PWS.     The resulting purchase order shall be negotiated on a fixed price basis.     The award shall be made on a best value basis. The best value evaluation factors while relatively equal are listed in order of importance, include the following: 1) Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price.     The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Excellent (E) - Very good of its kind; eminently good, superior or first class; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit; Unsatisfactory (U) - Not acceptable, not adequate to carry out. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-23. The provisions and clauses may be downloaded at http://www.acqnet.gov.far. The following provisions and clauses shall apply to this solicitation. FAR 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52,212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition; FAR 52.204-9, Personal Identity Verification of Contractor Personnel; FAR 52.227-14, Rights in Data ? General; 52.217-9     Option to Extend the Term of the Contract and other appropriate Department of Commerce clauses.     All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. Interested contractors are invited to review the above Performance Work Statement     ?NIST Technical Support Services for the Technology Services Leadership Council, dated January 24, 2008 ? and provide a written response and an electronic response to be received no later than February 14, 2008 at 4:00 p.m. Gaithersburg, MD time addressed to Mario Checchia, Contract Specialist, National Institute of Standards and Technology, 100 Bureau Drive, Stop 1640Gaithersburg, Maryland 20899-1640, mario.checchia@nist.gov. Contractors must submit a complete response. Responses that are not substantially complete will be returned. Offers of partial performance shall be rejected. An original and four copies shall be submitted as well as an electronic version in MS Word or Adobe Acrobat. The electronic version shall be in the form of an email with attachments. A one page letter shall transmit the quotation signed by an individual authorized to commit the organization. Each response shall be on 8 1/2-inch x 11-inch paper, in a commercially standard font, not smaller than a size 12 font. The response shall be secured by simple stapling and shall not contain elaborate binding. Each page in the response shall be separately numbered. A page of paper printed on both sides is considered two pages. The quote shall include the letter of transmittal, shall be limited to twelve(12) single sided pages. Submit quotes arranged in three sections as follows: Section I - Approach, which includes identification and qualifications of relevant personnel and technical management approach; Section II - Past Performance for relevant experience which describes at least three (3) relevant projects performed in the last three years and quality of performance providing contact individuals names and telephone numbers; Section III - Price, firm fixed price for the required technical consulting services. Each firm fixed price shall include sufficient data to allow the Government to determine the amount, realism and consistency of the fixed price. Award shall be made to the responsible contractor that offers the best value to the Government. The Government shall not be liable for any costs incurred in response to this request.     The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ.           It is the responsibility of the contractor to confirm NIST's receipt of quote.
