**********SEND ALL INFORMATION AND CORRESPONDENCE INCLUDING QUOTES AND TECHNICALQUESTIONS TO JUDITH DRABKIN ONLY AT Judith.R.Drabkin@nasa.gov; FAX: 256-544-4401*******************NASA/MSFC has a requirement for Fabrication of Seven (7) Ablative Liners for LiquidOxygen (LOX)/Hydrogen Pintle INjector Development Testing.NASA/MSFC intends to purchase the items from ATK Launch Systems Inc. Science andEngineering, SEHO, Inc. on a sole source basis.ATK Launch Systems Inc. - SEHO is the only known contractor with personnel certified tooperate MSFCs tape wrapping machines that must be utilized for the proposed effort. Theoperators must be recertified yearly and ATK SEHO is the only known source with therequisite qualifications and certifications to operate this machine and satisfy schedulerequirements (first liner unit MUST be delivered to EM40 by November 2008).ATK Launch Systems Inc. - SEHO is uniquely positioned to perform the required supportsince the personnel who will provide the required support are already located on-site andhave access to the facilities where the proposed work will be performed. In addition, notravel expenses or per diem will be charged for the proposed effort.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Judith Drabkin/DFS at Judith.R.Drabkin@nasa.gov or fax: 256-544-4401 no later than 4:30 p.m. CST on Wednesday, September 24, 2008. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
