Description
The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to procure ancillary equipment and spare parts in support of Joint Service Electronic Combat Systems Tester (JSECST) test sets on a sole source basis with AAI Corporation located in Hunt Valley, MD. AAI Corporation is the original equipment manufacturer (OEM) for JSECST. As the OEM, AAI Corporation owns the technical data for JSECST. The technical data is required for production of the equipment and identification of the components required for repair / test / calibration of the equipment. The JSECST design is proprietary to AAI Corporation. Following are the required spare parts and ancillary equipment: JSECST Core Test Set (includes Electronic Systems Test Set TS-4512/USM-670 and Test Accessory Set MX-11824) P/N 37534-40001-20, Test Program Interface Hardware (TPIH) P/N 38031-42110-10, Transit Cases P/N 8-38185-90001-1/8-38185-90002-2, 1553 Nose Wheel Cables P/N 37534-90152-1, Power Supply P/N 109900, Temperature Sensor P/N 37534-40027-10, Remote Measurement Unit Assemblies P/N 37534-40035-20, Cable +28V Power P/N 37534-42013-10, Harness A/C Power P/N 37534-42000-10, Serial Harness P/N 37534-42064-10, Ribbon Cable Assemblies 37534-42066-10, CCA RF Control 37534-47001-10, Microwave Cable Assemblies P/N 37534-90135-1, CCA Digitizers P/N 40294-47002-10, Power Sensors P/N M4240A-5084A, and Switch Filters S1 P/N 37534-90116-2. The Government intends to procure these items under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. The Government does not own sufficient data to permit full and open competition. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. The Navy anticipates award to be a firm fixed price contract. No solicitation will be available for this procurement.
