0 (a) Services can only be provided from the original source as this is a follow-on requirement for the continued provision of highly specialized services.

Government that is not expected to be recovered through competition.

1 (d) OMMS has been mandated by the Commanding General to consolidate training with other Agencies within DOD to mitigate costs to the Government and maintain consistency. Award to any other source or manufacturer will result in a failure to meet mission requirements and can NOT meet the Government's needs: after contacting manufacturers other than HAAS, I found that the option of merging manual machining and CNC machining is the latest technology and is not available through other manufacturers. The ability of a machine produced by HAAS to record the part fabrication process done by hand, (manual) and then be able to reproduce the same part repetitively, accurately and quickly by numeric control (CNC) alone is a capability not offered by any other manufacturer. This feature is only offered by HAAS. In addition, other manufacturers offer CNC machines which require the user to know special codes in order to operate. This is training that the Army does not provide such as (G code). The additional training costs associated with learning the codes represents needless expenses for the Government that we cannot justify when the HAAS machines are available without requiring the use of special codes. HAAS incorporates the novice machinist into the CNC world of machining. Through market research, three additional manufacturers of CNC machines were approached. The manufacturers were Harding, Mazak and Clausing. Ive determined thru research that HAAS offers the only American made equipment that has a common and integrated platform which is HAAS- specific unlike the three mentioned before. This is not a retrofit system i.e. some parts from Bridgeport, some parts from Fagor and some parts from Manford. HAAS eliminates the need to contact multiple support elements for maintenance, thereby reducing needless maintenance costs. HAAS also offers the only machines comparable to the size that the Army requires in its effort to field a mobile machine shop. The other manufacturers offer machines of a larger size that do not support this effort, therefore negatively impacting the success of the Armys mission.
