NASA/MSFC has a requirement for the fabrication, assembly and delivery of the J-2Xengine which shall be used as the Upper Stage Engine (USE) for the ConstellationProgram's Ares I Crew Launch Vehicle (CLV) and as the Earth Departure Stage (EDS) enginefor the Ares V Cargo Launch Vehicle (CaLV). A total of 15 engines (14 assembled and 1unassembled) are required with options for up to an additional 12 engines for a total of27 engines. In addition to engine fabrication, materials required for an additional 10engines shall also be required. Pursuant to FAR 6.302-1, NASA/MSFC intends to purchase the aforementioned engines fromPratt & Whitney Rocketdyne, Inc. (PWR), 6633 Canoga Avenue, Canoga Park, California, 91309-7922. PWR designed and developed the original J-2 series of engines and has beenresponsible for its production and improvements. PWR's unique capabilities with design,fabrication, production and testing of the turbomachinery for the J-2 series was provenmost recently on NASA's X-33 program. PWR is currently under contract for the design,development, test and evaluation of the J-2X engine which includes fabrication anddelivery of 7 development engines and 2 certification engines. The J-2 design is theonly engine ever produced in the United States that possesses the performancecapabilities required and currently has a sufficient Technology Readiness Level (TRL) tofulfill agency requirements. In addition, PWR has recent experience on other majorengine development activities such as the Space Shuttle Main Engine (SSME), RS-83, RS-84and COBRA. Any attempt to procure this requirement from another vendor would makefielding the Ares I improbable within the planned timeframe of 2012.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.Interested organizations may submit their capabilities, qualifications and approach toproduce the required engines in writing to the identified point of contact not later than4:30 p.m. local time on July 16, 2008. Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice. Companies interestedin subcontracting opportunities should contact PWR directly. All responsible sources maysubmit an offer which shall be considered by the agency.An Ombudsman has been appointed.
