Description

The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Dry Dock and Repair to the USCGC CHEYENNE     (WLR-75405), a 75 FOOT ?C? CLASS RIVER BUOY TENDER AND 99 FOOT BARGE.     The homeport of the vessel is St Louis, MO.     The acquisition will be solicited as a Small Business set-aside.     The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about 25 February 2008. This Requirement will be       evaluated using past performance as an evaluation factor. The standard industrial classification code is 3732 and the NAICS is 336611.     All work will be performed at the contractor?s facility.     The performance period will be FORTY-NINE (49) calendar days with a start date on or about 2 JUNE 2008.       The following Geographic Restriction applies: Restricted to the Western Rivers of the United States.     The ?Western Rivers? means the navigable portions of the Mississippi Rivers and its tributaries above mile 0 of the Lower Mississippi River.     Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of Coast Guard Aids to navigation facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra coastal Waterway connected to the ?Western Rivers?, but specifically excluded unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico.            

The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPS) web page at www.fbo.gov.     It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS also contains an option for automatic notification service.       Hard copies of the specification and solicitation will not be issued. The scope of the acquisition is for:     (1) Welding Repairs, (2) Remove, Inspect, and Reinstall Propeller Shafts, (3) Remove, Inspect, and Reinstall Intermediate Shaft, (4) Fabricate Shaft, (5) Straighten Shaft, (6) Renew Water Lubricated Shaft Bearings, (7) Renew Propeller Shaft Sleeve(s), (8) Renew Shaft Strut Barrel, (9) Remove, Inspect,     and reinstall Propellers, (10) Perform Minor Repiars and Reconditioning of Propeller,     (11) Clean, Inspect and test Grid Coolers, (12) Remove, Inspect and Reinstall Rudder Assemblies for Steering and Flanking Systems, (13) Renew Rudders Lower Bearing Trunk, (14) Renew Upper Bearing Housing and Upper Bearing Housing Support, (15) Preserve Spud and Spud Well Surfaces and Renew Spud well Liners, Renew Brackets, (16) Shrink Wrap Crane, (17) Clean and Disinfect Potable Water Tanks, (18) Preserve and Disinfect Potable Water Tanks, (19) Preserve Barge Buoy Deck, (20) Preserve Complete Underwater Body, (21) Routine Dry-docking, Barge & Tender, (22) Remo9ve and Dispose of Fuel, Barge & Tender, (23) Renew Zinc Anodes, (23) Provide Temporary Logistics, (24) Utlrasonic Testing, (25) Repair Crews Head Deck and Bulkhead.     Trained welders who have been certified by the applicable regulatory code performance qualification procedures shall accomplish all welding and brazing.     For further information or questions regarding this solicitation, please contact Mia Mayers at (757) 628-4654, or by e-mail at Mia.R.Mayers@uscg.mil.
