The Marine Corps Systems Command (MARCORSYSCOM) intends to issue a sole sourcecontract to procure field level maintenance support, training support, depotlevel maintenance support, technical support, help desk support, spare parts andmiscellaneous services and support to directly support ongoing procurementactions of fielded VRC-110 radio systems, consisting of Tactical Hand Held Radio(THHR) units and Dual Vehicular Adapters (DVA) for the United States MarineCorps (USMC). The VRC-110 includes a 20 watt and 50 watt variant and wasprocured through multiple contract actions with Harris Corporation, RF Division.MARCORSYSCOM intends to award the contract to Harris Communications, RFDivision, 1680 University Ave, Rochester NY. 14610.
Market research has shown that there are no third-party service providersauthorized to conduct service on the Harris VRC-110. Moreove, the use ofnon-authorized maintenance providers will cause the Original EquipmentManufacturer warranty to be voided. Support and services are required to beperformed at multiple CONUS and OCONUS locations. The contract awarded underthis action is expected to be a 5 year Indefinite Delivery - Indefinite Quantitycontract with a maximum value of approximately $76 million. The Governmentanticipates awarding a contract under this action in July, 2008. No RFP isavailable for competitive bidding; however interested parties may submit astatement of capability for satisfying this requirement no later than 9:00amlocal time on July 7, 2008 to Mr. Jeffrey Campbell atjeffrey.t.campbell@usmc.mil. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurementon a competitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses tothis notice, is solely within the discretion of the Government.
