NAICS Code: 235990 The US Environmental Protection Agency (EPA), Office of Acquisition Management, Headquarters, Emergency Response Service Center, Mail Code 3805R, 1200 Pennsylvania Avenue, NW, Washington, DC 20460 intends to award a sole source order to First Response Robotics, LLClocated in Amelia, Ohio, based on the authority of the Federal Acquisition Regulations (FAR) Part 6.302-1 for the following services:
The purpose of this order is purchase a one year maintenance agreement with said vendor for the purpose of maintaining the EPA's custom made "HERO" Robot, manufactured also by First Response Robotics, LLC. First Response Robotics, LLS is the sole designer and manufacturer of the "HERO" robot platform. All mechanical parts of the robot are unique to its design. To maintain continuity of operations, First Response Robotics, LLC is the only provider of such periodic maintenance. If parts need to be replaced or repaired, First Response Robotics is the only company that could do the work given the unique design of the robot. If the robot is maintained by another company, the warranty on the robot would be voided and would thus cause an detriment to the government in having to re-warrant parts already under warranty with the vendor. The maintenance on this robot is to be for one year (12 months) from the date of award.
This procurement also yields the purchase of an Operator Control Unit (OCU) which includes a video display, battery charging and data transmission system in one case. The OCU is self-contained to operate in harsh environments allowing the operator to view live video feedback from the robot along with data transferred from equipment mounted on chassis. It has been determined that other manufacturers of robots do not have equipment to fit the specifications of the "HERO" robot.
The OCU consists of the following parts contained in a pelican case with a handle and wheels: Two AstroFlight 112 deluxe battery charging units capable of charging the battery packs in HERO in less than one hour; a Cool Max pwer supply; one 12V accessory plug; a power switch that contains an LED to illuminate when the power is on; 15" Insignia color monitor with built-in speakers for audio output; AG CAM Ranch Hand audio/video receiver (Part #DMAC-RHWP); Antenna for wireless audio/video; system and charge outlets; Externally mounted 120V plug; Sun Shield; Extension cord for 120V and 120V accessory; Battery charger for Futaba radio transmitter; Vector power converter (Model #VEC041D) for 12V accessory outlet: All parts and hard-wired electronics in the OCU are unique to the operation of the HERO.
The applicable North American Industry Classification System (NAICS) code for this requirement is 235990.
The period of performance for this award is not to exceed twelve months from the date of award.

The EPA has only one known source for this procurement that is in the government's best interest. If there are any other potential sources, submit your capability statement via email to the US Environmental Protection Agency, c/o Elaine Scott at scott.elaine@epa.gov no later than 12 noon EST, July 3. 2008. The determination not to compete this requirement is at the discretion of the Contracting Officer in accordance with FAR 13.106-1(b).
