Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.     This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.     The reference number is FA442708A0003; this solicitation is a request for quotation.     This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-22 and Defense DCN 20071207. This acquisition will be 100% small business set-aside; The Federal Supply Class (FSC) is J099.     The North American Industry Classification System (NAICS) code is 811213.     The Standard Industrial Classification (SIC) is 4899.     The business size standard is $6,500,000.          

This request for quotation consists of the following service: Item 0001: Qty 5 YR, Travis Air Force Base is looking to established a Blanket Purchase Agreement for non-personal services for various electronic installation and repair work IAW statement of work.     Please provide a signed current price list stating your proposed rates.     Provide effective rates for the following for a period of performance of one year.

1.     GENERAL PROVISIONS:

1.1.     BILLING:     Hourly rates for labor will be billed in quarter hour increments rounded up.

1.2.     REPAIR COST AND METHOD:     Repair costs exceeding 50% of the original price of the item and/or over $1000.00 per item, must be approved in advance by the government representative.     The government representative may direct the vendor to use the depot flat rate repair method if desired.

1.3.     INSPECTION:     The government representative reserves the right to inspect any and all work accomplished by the vendor through this agreement.     Operational testing of repaired and/or installed equipment may be accomplished.

1.4.     WORKMANSHIP:     All installation and repair work will be accomplished according to established industry standards.     Repaired and/or installed equipment will meet its Federal Communications Commission (FCC) specifications and/or manufactures specifications if such specifications exist.     Any applicable section of the National Electric Code (NEC) will be complied with.     All fixed permanent external antennas will have lightning protection on the antenna down lead.     An antenna will never be located where it poses a threat of harmful radio frequency (RF) radiation exposure to a human being.     The vendor will comply with any and all directions given by an authorized government representative

1.5.     WARRANTY/GUARANTEE:     The vendor will guarantee the quality of their workmanship and any materials/parts used for a minimum period of 90 days.     Any equipment repaired and determined to be not meeting standards by the government representative will be returned to the vendor for further repairs at no additional cost.

1.6.     GOVERNMENT REPRESENTATIVE:     As used in this document the government representative refers to Travis AFB personnel assigned to the Ground Radio Branch.

1.7.     VENDOR CONTACT NUMBER:     The vendor will provide a 24 hour, 365 days a year phone number or numbers through which a service technician can be dispatched to Travis AFB.

1.8.     MATERIAL PRICING:     Material (Parts) used during the repair or installation of radio equipment will be billed at a price equal to or less than the manufacturer suggested retail price plus shipping if applicable.      

2.     SERVICES REQUESTED:

2.1.     REPAIR SERVICES

2.1.1.     IN SHOP REPAIR (BENCHWORK):     Test, troubleshoot, replace necessary parts, align, adjust and/or perform any other action required to repair radio equipment and associated ancillary devices at the vendor?s place of business during normal business hours.     This includes but is not limited to portable radios mainly consisting of Motorola astro sabers,     XTS-3000s and XTS-5000s.     Mobile radios mainly consisting of     Motorola astro spectras and XTL-5000s.     Consolette radio base stations, desk top remotes, and electronic circuit cards/boards used in Motorola radio systems.     The government representative will provide shipping to the vendor?s place of business.     The vendor will be responsible for providing return shipment.     The vendor may elect to dispatch one of their employees to pick up and/or return radio equipment to Travis AFB as long as this service is provided at no charge.

2.1.2.     IN SHOP REPAIR ESTIMATES:     Flat rate fee charged to estimate the in shop repair cost of radio equipment and associated ancillary devices at the vendor?s place of business during normal business hours.

2.1.3.     DEPOT FLAT RATE REPAIR:     Test, troubleshoot, replace necessary parts, align, adjust and/or perform any other action required to repair radio equipment and associated ancillary devices, when necessary, by returning the equipment, first preference, to an Authorized Motorola Federal Government depot facility if available, or to a Motorola Radio Support Center, or to the Motorola System Support Center as applicable.     This includes but is not limited to portable radios mainly consisting of Motorola astro sabers,     XTS-3000s and XTS-5000s.     Mobile radios mainly consisting of     Motorola astro spectras and XTL-5000s.     Consolette radio base stations, desk top remotes, and electronic circuit cards/boards used in Motorola radio systems.

EQUAL TO OR LESS THAN THE ESTABLISHED LIST PRICE PUBLISHED BY MOTOROLA

2.1.4.     FIELD SERVICE REPAIR:     Test, troubleshoot, replace necessary parts, swap circuit boards, swap modules, align, adjust and/or perform any other action required to repair at the installed equipment location permanent fixed radio equipment and associated ancillary devices in use at Travis AFB during normal business hours.     Spare boards/modules etc. possessed by Travis AFB will be made available to assist the vendor.     Defective boards/modules etc. removed by the vendor may be removed and repaired at the vendor?s place of business in accordance with Para. 2.1.1.     This includes but is not limited to the Quantar repeaters, central system controller (CSC), Motorola Business Exchange (MBX), central electronics bank (CEB), all components of a Centracom Gold Elite radio dispatch system, and all components of a paging system.

2.1.5.     EMERGENCY RADIO SYSTEMS RESTORATION:     The vendor will respond and be on-site at Travis within 4 hours.     Test, troubleshoot, replace necessary parts, swap circuit boards, swap modules, align, adjust and/or perform any other action required to repair at the installed equipment location permanent fixed radio equipment and associated ancillary devices in use at Travis AFB after normal business hours.     Spare boards/modules etc. possessed by Travis AFB will be made available to assist the vendor.     Defective boards/modules etc. removed by the vendor may be removed and repaired at the vendor?s place of business in accordance with Para. 2.1.1.This includes but is not limited to the Quantar repeaters, central system controller (CSC), Motorola Business Exchange (MBX), central electronics bank (CEB), all components of a Centracom Gold Elite radio dispatch system, and all components of a paging system.

2.1.6.     FIELD VEHICLE RADIO/SIREN/PUBLIC ADDRESS/EMERGENCY LIGHTING SYSTEMS REPAIR:     Troubleshoot, align, replace necessary parts, adjust and/or perform any other action required to repair vehicle installed radios, emergency equipment and other associated devices on Travis AFB at the location specified by the government representative, during normal business hours.     This includes but is not limited to radio antenna system, radio wiring, siren/public address systems, intercom systems, light bars and other emergency lighting systems, and associated wiring.

2.1.7.     IN SHOP VEHICLE RADIO/SIREN/PUBLIC ADDRESS/EMERGENCY LIGHTING SYSTEMS REPAIR:     Troubleshoot, align, replace necessary parts, adjust and/or perform any other action required to repair vehicle installed radios, emergency equipment and other associated devices at the vendor?s place of business during normal business hours.     This includes but is not limited to radio antenna system, radio wiring, siren/public address systems, intercom systems, light bars and other emergency lighting systems, and associated wiring.

2.2.       INSTALLATION SERVICES:

2.2.1.     PERMANENT FIXED RADIO SYSTEM INSTALLATION/UPGRADE SERVICES:     Install, remove, relocate and/or up-grade permanent fixed radio equipment and associated ancillary devices at Travis AFB during normal business hours.     This includes but is not limited to the CEB circuit boards, antenna systems, desk top remotes, base stations, all components of a Centracom Gold Elite radio dispatch system, cross connects and other associated wiring, paging system components, wireless LAN devices, and modems.     Up-grades to include both firmware and software.     Perform any required adjustments and/or alignments to insure the equipment meets the standards of Para. 1.4.     Conduct operational test to insure the installed equipment is functioning properly.

2.2.2.     IN SHOP VEHICLE RADIO SYSTEMS INSTALLATION SERVICES:     Install, remove, relocate mobile radio equipment and other associated devices during normal business hours at the vendor?s place of business.     This includes but is not limited to vehicle radios, antenna systems, radio wiring, siren/public address systems, intercom systems, light bars and other emergency lighting systems, and associated wiring.

2.2.3.     FIELD VEHICLE RADIO SYSTEMS INSTALLATION SERVICES:     Install, remove, relocate mobile radio equipment and other associated devices during normal business hours on Travis AFB at the location specified by the government representative.     This includes but is not limited to vehicle radios, antenna systems, radio wiring, siren/public address systems, intercom systems, light bars and other emergency lighting systems, and associated wiring.

2.3.     OTHER SERVICES:

2.3.1.     TECHNICAL SERVICES:     Assist and/or develop technical solutions on the use of various radio systems equipment for Travis AFB.     Evaluate technical manuals and/or schematic diagrams to determine interface options, applications, jumper configurations, interconnect wiring, equipment configurations, level settings etc. Provide copies of wiring and system block diagrams for any solution they develop.     Design radio systems to meet operational needs of Travis AFB.     Produce equipment listing with the manufacturer name and model/part number for any recommended systems the vendor develops.

2.3.2.     TECHNICIAN TRAVEL RATE:     Labor charges for the time it takes the vendors technician to travel to Travis AFB to perform work under this agreement.     Travel time will only be billed in one direction.

2.3.3.     NON-TECHNICIAN TRAVEL RATE:     Labor charges for the vendor dispatching one of their employees to Travis AFB to pick-up and/or return radio equipment that the vendor is going to or has performed repair of. Travel time will only be billed in one direction.       This service may only be used when the government representative specifically asks for it to be performed.

2.3.4.     RADIO PROGRAMMING SERVICES:     Flat rate charges for the vendor to program and/or reprogram mobile and/or portable radios for Travis AFB.     Service to be performed either at the vendors place of business or in the field whichever the government representative requests.
