Description
This is a SOURCES SOUGHT NOTICE to determine the availability and capability of small businesses (including certified 8(a), Small Disadvantaged, and HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses) to provide On-Site Laboratory Equipment and Instruments Maintenance and Repair.
This requirement is day to day, on site maintenance and repair, including routine preventive maintenance, of laboratory and associated equipment and instrument.
Contractor will be required to provide the necessary test equipment, materials, and tools that are not furnished by the Government and otherwise do all things necessary for or incidental to the performance of the work.
The requirements of this contract are divided into four (4) major areas of responsibility. These areas are:
1.    The repair and maintenance of malfunctioning instruments and equipment
2.    The application of a preventive maintenance program to these instruments and equipment.
3.    The analysis and repair of on-site instrumentation systems and the development and fabrication of prototype instruments and systems not available commercially
4.    The administrative capabilities, including the reporting and management requirements associated with 1 throught 3.
Contractors must satisfy the following requirements.    Provide a detailed description of your company?s (including its teammates, if applicable) experience and demonstrated abilities to deliver each and every one (address each separately) of the following requirements:   
1. General background, previous experience in similar or related work, and record of performance and capability to perform this or related work. General experience    requirements in:
      a). Digital systems, such as controllers, PC?s and laboratory computers.
      b). Research laboratory instrument trouble-shooting, e.g., GC, HPLC, MS,Spectrophotometers.
      c). Analog electronics, including analog radio frequency equipment.
      d). Electro-mechanical systems, including pneumatic hydraulic devices
      e). Vacuum systems
      f). R.F. and high voltage electronics (to 20KV)
      g). Optical systems, including various laser based equipment,microscopes, and counter.
2.    Specific experience requirements:
      a). Mass spectrometry ? TOF, high resolution magnetic mass spectrometry, liquid chromatography-mass spectrometry, gas chromatography-mass spectrometry, nuclear magnetic resonance spectrometry.
      b). Electro-optical systems, including ultraviolet/visible spectrometry,microscopes, scintillation counters.
      c). Gas chromatographs, including FID, EC, FPD (phosphorous, sulfur and nitrogen detectors), HPLC flow systems and detectors.
      d). Automated cell-sorter/flow cytometry systems and cell counters.
      e). Amino acid analyzer, including multiple wavelength detection systems,scintillation/gamma counters.
      f). Polypepeptide sequencers, chromatographic systems, and DNA sequencers.
3.    Provide limited support to research personnel for the development and fabrication of prototype instrumentation.
In addition, contractor must possess available and experienced personnel. All service technicians should have a minimum of two years of formal training (Associate Degree) or equivalent experience in the repair and maintenance of laboratory equipment. The contractor will be responsible for providing the necessary training to keep service technicians fully qualified to perform the requirements of this contract.
Contract performance in almost all instances, will be performed at the Jefferson Laboratories of the FDA. The Jefferson Laboratories is located near Jefferson Arkansas, approximately 35 miles from Little Rock and 28 miles from Pine Bluff. Prospective contractor employees will have to pass a government security clearance. The Government will provide adequate storage space for spare parts and adequate working space, including heat, ventilation, electric current and outlets. The government will provide medical screening, testing, and monitoring of those contractor personnel that may be required to enter restricted areas.
A fixed price contract is anticipated, for a base year and four option years.    The previous source for this requirement was Bionetics Corporation.    The NAICS Code is 811219, with a small business size standard of $6.5.
Interested small business potential offerors are encouraged to respond to this notice.    However, be advised that generic capability statements are not sufficient for effective evaluation of respondents? capacity and capability to perform the specific work as required.    Responses must directly demonstrate the company?s capability, experience, and/or ability to marshal resources to effectively and efficiently perform each of the tasks described above at a sufficient level of detail to allow definitive numerical evaluation; and evidence that the contractor can satisfy the minimum requirements listed above while in compliance with FAR 52.219-14 (?Limitations on Subcontracting?).    Failure to definitively address each of these factors will result in a finding that respondent lacks capability to perform the work.
Responses to this notice shall be limited to 25 pages, and must include:
1.      Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives.
2.      Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses.
3.      Business size for NAICS 811219 (size standard $ or number of employees) and status, if qualified as an 8(a) firm (must be certified by SBA), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUBZone firm (must be certified by SBA), and/or Service-Disabled Veteran-Owned Small Business (must be listed in the VetBiz Vendor Information Pages).
4.      DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.).    Companies also must be registered in the Central Contractor Registry (CCR, at www.ccr.gov) to be considered as potential sources.
5.      Identification of the firm's GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested.
6.      If the company has a Government approved accounting system, please identify the agency that approved the system.
Please submit copies of any documentation such as letters or certificates to indicate the firm?s status (see item #3, above).
Teaming arrangements are acceptable, and the information required above on the company responding to this announcement, should also be provided for each entity expected to be teammates of the respondent for performance of this work.
To the maximum extent possible, please submit non-proprietary information.    Any proprietary information submitted should be identified as such and will be properly protected from disclosure.

Two copies of your response to this notice must be received by the Contract Specialist named below not later than 4:00 PM Central time on 14 February 2008 for consideration.    Responses can be hand delivered, delivered by US Mail, Fed-Ex, UPS and email.
Responses to this announcement will not be returned, nor will there be any ensuing discussions or debriefings of any responses.    However, information obtained as a result of this announcement may be reflected in the subsequent solicitation, and FDA, may contact one or more respondents for clarifications and to enhance the Government?s understanding.    This announcement is Government market research, and may result in revisions in both its requirements and its acquisition strategy based on industry responses.
