Description: This is a Sources Sought Notice only. This is not a request for proposal but a survey to locate potential sources to provide Helicopter and Support Maintenance Services at four locations: three state-side Air Force Bases and one Air Base in Japan. Life Support Services may be potentially required at the state-side bases only; and Chemical Warfare exercises may be potentially required in support of Contingency Operations at Japan only.
The draft Request for Proposal (RFP) will be issued in the future and will include a draft Performance Work Statement (PWS). A best value source selection is anticipated as the method of contractor selection. The 21st Contracting Squadron at Peterson Air Force Base (PAFB) Colorado seeks potential sources to provide non-personal, 24-hour-a-day, 7 day-a-week operations for Helicopter and Support Maintenance, Life Support and Chemical Warfare Services to maintain Air Force equipment in serviceable condition, safely operable, and properly configured to meet mission requirements. The contractor shall be responsible for Maintenance and Support Services for in support of Headquarters Air Force Space Command (HQ AFSPC) and the Pacific Air Force (PACAF) at the following locations for UH-1N model helicopters: Malmstrom AFB, MT ?V 8 each; Minot AFB, ND ?V 8 each; F.E. Warren AFB, WY ?V 9 each; and Yokota AB, Japan ?V 4 each. The contractor shall be responsible for Life Support Services in support of HQ AFSPC at Malmstrom, Minot, and F.E. Warren Air Force Bases. The contractor shall be responsible for Chemical Warfare Services in support contingency operations for PACAF at Yokota Air Base, Japan. The subsequent contract will include a projected sixty-day phase-in period (1 Aug 2009-30 Sep 2009). The Government anticipates contract performance period could be greater than 5 years. Contract type has not yet been determined; however, the current contract type is Firm-Fixed Price with Performance Incentives and cost-reimbursable logistics CLINs. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 488190. Additional information, as it becomes available, will be posted as well as amendments to this announcement. All amendments will be available for viewing on FedBizOps (FBO) at http://www.fbo.gov. It is the responsibility of the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations (DFARS) 252.204-7004, Central Contractor Registration (CCR) is required. Lack of registration in the CCR will make an offeror ineligible for contract award. This synopsis also contains the following clause: 5352.201-9101 Ombudsman. As prescribed in 5301.9103, insert the following clause: OMBUDSMAN (AUG 2005)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. (End of clause)This Sources Sought Notice is issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All businesses capable of providing these services are invited to respond. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. The government requests interested parties submit a brief description of their company's business size, business status (i.e., small business, disadvantaged, HUB zone, woman-owned), anticipated teaming arrangements, and a description of capabilities and similar services offered to the Government or to commercial customers. Include contract magnitude and points of contact (POC) for each example provided (name of the POC, address, e-mail, telephone number, fax number, and the company's web page, if applicable). Please limit your response to not more than 10 single-sided pages. Each submission should include one electronic (virus scanned) copy sent via e-mail to the POCs listed under Original Point of Contact. Electronic submissions are preferred. Paper copies are optional. E-mail or hard copy replies to this announcement are due no later than 19 December 07. It is the Government??s intention to conduct an Industry Day for all interested parties, date and time to be determined, at F.E. Warren AFB, Wyoming. Request interested parties desiring to participate in the Industry Day so designate their attendance desire with their information submittal to the POCs identified below.
