This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N68836-08-T-0475 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the lastest edition of the Federal Acquisition Circular. This solicitation is issued on an Total Small Business Set-A-Side basis (see Numbered Note 1), NAICS Code 541490;



NRD New Orleans Mardi Gras Float Repair/Modification Statement of Work

Scope of Work:Execute repairs and modifications on the NRD New Orleans Mardi Gras Float necessary to have it roll in an eight (8) to twelve (12) parade schedule during the 2009 Mardi Gras Carnival Season. Repairs and modifications will include all items necessary for the mechanical and electrical systems on the float to work safely and properly. The repairs and modifications will include all structural and cosmetic repairs or modifications necessary for the float to present an overall positive and professional visual appearance appropriate for participation in major Krewe events. Modifications and repairs will support the appearance as depicted in the attached artist renderings.

Specific repairs/modifications to be completed NLT 15 JAN 2009 in preparation for the 2009 Mardi Gras Carnival Season include but are not limited to (any deviation from items listed below will require prior approval and modification of contract):

1. Transport float from NSA New Orleans or NAS JRB New Orleans to repair facility.2. Remove or modify existing aft platform and install expanded performance platform on aft area of float capable of supporting a four (4) to six (6) piece performance band. Platform will include necessary safety railings and ladder/stair for access. Performance platform will be designed to tie into existing sailing ship theme and wave-action facades and will be of similar construction quality and style as the foredeck portion of the float. 3. Construct performance platform such that the lower aft port side of the float serves as a "tunnel" access to the main float area and the lower aft starboard side of the float serves as a storage compartment for throws.4. The performance platform upper aft area will include a compartment capable of housing two (2) speakers, a rack for audio equipment, weather protection, and a fan for cooling. Aft audio compartment will have a dedicated electrical circuit and outlets capable up supporting self powered speakers, sound boards, amplifiers and assorted PA equipment.5. Install electrical distribution system (outlets) in performance platform capable of supporting a four to six piece performance band and associated equipment, all lighting, auxiliary power outlets, cooling fans, etc. 6. Electrical system will have separate circuits protected by circuit breakers for general lighting throughout float, fiber optic lighting, cooling fans, auxiliary outlets throughout float, general sound system, and performance sound system.7. Install circuit breaker panel capable of supporting all dedicated circuits. Power supply will be "hard" mounted with security enclosure for 220V and 110V outlets on generator. Power cords will be "hard" mounted to the interior frame of the float to ensure clearance from exhaust and generator housing. Fabricate "pig tail" extension cords for use with the generator when rolled out on its maintenance rack.8. Re-route generator exhaust to ensure proper ventilation and heat distribution.9. Remove and replace existing "Naval Reserve Recruiting Command" logos with "United States Navy" Logos with fiber optic lighting. 10. Clean/Repair/Replace/Re-coat/Re-Paint/Touch-up (as required) finished surfaces of float, refreshing the overall positive visual appearance of the float.11. Inspect tires, chassis, generator, electrical distribution system, metal and wooden frame/support structure and report findings.12. Service generator to include oil change and filter change, fuel filter change, and load test.13. Install amidships mast on top of "head" in similar style to forward mast (without crows nest). Mast will be designed to lay flat during transport and will not, when in its upright position, exceed the height of the fully extended forward mast.14. Repair cannon prop and air cannon firing unit (photos attached).17. Repair eagle prop (wings and body) for installation atop audio cabinet at aft of performance platform.18. Provide storage for Float during repairs/modifications.19. Transport float from repair facility to NSA New Orleans or NAS JRB New Orleans.
