The Bureau of Reclamation intends to issue a Request for Proposal (RFP) for a firm-fixed price construction contract to perform the following construction work for the Coleman National Fish Hatchery Water Intake Rehabilitation project located approximately 20 miles southeast of Redding, California on Battle Creek in Shasta and Tehama Counties. The principal components of work include the following: Schedule A: A. Demolishing existing reinforced concrete water Intake No. 3 structure. B. Constructing a service yard area and access road with compacted fill. C. Constructing a new reinforced concrete water intake structure with traveling fish screens and stop logs. D. Constructing a new control building using reinforced concrete unit masonry assemblies. E. Furnishing and installing an engine generator set with automatic transfer switch in the Control Building. F. Furnishing electrical power and controls for the entire facility. Optional Schedule 1: A. Expanding existing Intake No. 1 structure by constructing a reinforced cast in place concrete bay adjacent to the existing structure. B. Constructing a new 2,000 foot long 36 inch diameter pipeline from the expanded Intake No. 1 structure to the new Intake No. 3 structure. Pipeline may be PVC pressure pipe, reinforced concrete pressure pipe, steel line pipe, HDPE pressure pipe, reinforced plastic mortar pipe, or pretensioned concrete cylinder pipe. C. Furnishing trashrack and valves for the expanded intake structure. Optional Schedule 2: A. Demolishing the existing Intake No. 1 weir structure. B. Constructing a new Intake No. 1 weir structure using cast in place reinforced concrete. C. Furnishing and installing weir logs and embedded guides. The contract duration is contemplated for 550 calendar days. The applicable North American Industry Classification System (NAICS) Code is 237110 and the related small business size standard in dollars is $31M. The estimated Construction Cost Range of this project is between $5,000,000 and $10,000,000. This is an unrestricted solicitation and all offers from responsible concerns will be considered. FAR Clause 52.219-4 "Notice of Price Evaluation Preference for HUBZone Small Business Concerns" applies. Solicitation 08SP200038 will be posted at http://ideasec.nbc.gov on or about March 14, 2008. The estimated date for receipt of proposals is April 18, 2008. This requirement will require 100% performance and payment bonds. The solicitation and specifications must be downloaded at the posted site. No paper copy of this solicitation will be distributed with the exception of the drawings. You must be on the Bidder's Mailing List to receive the drawings.
