The Plum Island Animal Disease Center (PIADC), under the United States Department of Homeland Security (DHS), invites potential offerors to a site visit on Thursday, March 13, 2008, at 9:30 a.m. Eastern Time as the first and mandatory step of the Replacement of Fire Suppression Systems best value procurement.    

PIADC is a secure United States Government facility located on Plum Island, New York, approximately 1.5 miles from the eastern end of Long Island's North Fork. Requests for visitor applications and information regarding ferry schedules from New York and/or Connecticut must be submitted in writing electronically to both Mr. Salvatore Chillemi and Ms. Sharon Flowers at the e-mail addresses listed below on or before 12:00 noon Eastern Time on Thursday, March 6, 2008. Final visitor applications are due via e-mail to Mr. Chillemi and Ms. Flowers on or before 12:00 noon Eastern Time on Friday, March 7, 2008.

The overall objective of this work is to install contemporary and compliant fire suppression systems for the kitchen hood, electrical vault, and data center/Homeland Security Data Network (HSDN) room at PIADC. The dimensions of the kitchen hood space have a width of 132 inches, a depth of approximately 40 inches, a floor to ceiling height of 108 inches along with a floor to the bottom of the kitchen hood height of 84 inches. The electrical vault has an area of roughly 561 square feet and a ceiling height of approximately six feet. The data center and the HSDN room cover a cumulative area of roughly 750 square feet and above, at a height of about 10 feet, is a drop ceiling.

The Request for Proposals (RFP), including the Statement of Work (SOW), will be released after March 13, 2008, upon request to offerors who participated in the site visit. Forty-five (45) days after release of the RFP, interested contractors will be asked to submit proposals that will include designs that must be reviewed and approved by PIADC and meet or exceed the National Fire Protection Association (NFPA) Standard on Clean Agent Fire Extinguishing Systems 2008 Edition, Factory Mutual (FM) Approval Guide, Underwriters Laboratories Inc. (UL) Listings, Building Code of New York State, Fire Code of New York State, Occupational Safety & Health Administration (OSHA), and any and all other applicable codes and standards.

Again, in order to be able to submit a proposal, interested contractors must send no more than two (2) individuals to represent their company during the mandatory site visit. Individuals must be United States citizens. Also, an individual may represent only one potential offeror.
