Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is F2E3CS8100AC01, and is issued as a Request for Quotation (RFQ). The anticipated award will be a Firm Fixed Price Contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-24. The award may be made to a large business if no responsible small business can be found. The associated North American Industry classification system (NAICS) code is 517110, the small business (SB) standard for this code being 1,160 employees. PROJECT DESCRIPTION: CLIN 0001: The contractor shall provide all parts, equipment, materials, labor, management, and supervision required to provide and install an Internet Protocol Television system for Holloman AFB, NM 88330. This system shall provide up to four (4) channels in MPEG 1/2/4 format to a minimum of 2,000 concurrent users on a broadcast local area network using current network configuration with a two (2) user interface. TV service to consist of four (4) satellite or cable TV content channels, which may be chosen from a list of available channels, such list to include all major broadcast channels. Pricing of television content shall be for a period of one (1) year. Contractor shall provide at least a two (2) year warranty on materials and workmanship, and any warranty claims shall not result in additional charges. Contractor shall also provide 24 hour, seven (7) day per week technical/customer support emphasizing self-maintenance. A site visit can be arranged for interested vendors to assess the technical requirements of the current Holloman system. Requests for site visit must be received by 49 Contracting POC no later than 1200 MDT, 21 May 08. Offers are due no later than 1700 MDST, 29 May 08, and must be sent to the Point of Contact (POC). The following FAR provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial Items, to include the following addendum: Quotation submitted shall contain the following information: Solicitation Number; Time specified for receipt of offers; Name, Address, and Telephone Number of Offeror; Terms of the expressed warranty; Price; Any discount terms and acknowledgement of all solicitation amendments. Quote prices must indicate quantity of material or parts, unit price, and extended amount. Description: On 22 May 08 a site visit was held at Holloman AFB to provide prospective vendors an opportunity to examine site conditions and ask questions regarding details of this acquisition. Following is a list of questions asked and the Government response. 1. Q: You mention live feed sites for the command information channel. Where will these live feed sites be? A: These live feeds will be from anywhere on the installation. 2. Q: Are there any other bases with this IPTV arrangement? A: Quite a few. We can provide the names on request. 3. Q: Do you have any preference for format? A: No. 4. Q: Do you want High Definition or Standard? A: We want the option for either. 5. Q: With a 2 gigabyte backup, will you need more bandwidth? A: Yes, we anticipate about 4-5 times more bandwidth requirement. 6. Q: How much space will be needed/available for installation of equipment? A: The space requirements are not readily ascertainable right now, as they will be known only after award of the contract. However, no matter the space, or any other such requirement, we will make the physical facilities available. 7. Q: Do you have an electronic map of where the Network points are? A: That can be provided on request. 8. Q: Does Holloman want to buy the hardware or lease it? A: We want to buy, with the contractor to install and maintain. 9. Q: So, basically, you just want us to plug into the Holloman net with the programming? A: Yes. 10. Q: You say you want 24 x 7 support. Does that have to be phone or physical? A: Phone will be acceptable. 11.Q: What kind of a contract instrument are you contemplating? A: We plan on issuing a contract of one base year with four one-year options on the Government s part. 12. Q: What spare parts do you want to be included as part of the maintenance? A: Critical spares. 13. Q: As regards programming, some of our providers base their prices on the number of public viewers. Can you tell us how many public viewers there will be? A: We can work with the contractor to determine that number. 14. Q: Do you want to have the potential for expansion? A: Yes, and we want the potential to expand the number of channels provided. 15. Q: What is the maximum number of potential viewers on this network? A: 5,000, but we will limit that number to 2,000. 16. Q: Do you plan to increase the number of channels carried over the life of this contract? A: No. 17. Q: Why do you want to use WMF? A: WMF has a lower bandwidth requirement. 18. Q: Do you want the option to set up for public TV? A: Yes 19. Q: There is no way we can generate a decent proposal by 29 May. Can we have an extension? A: Yes, proposals are now due 20 June. 20. Q: When do you plan to make award? A: We plan for award on/about 1 July, based on complexity of the proposals and whether administrative problems are encountered.
