Description
The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions OA, DERA has a requirement for the Division of Intramural Research (DIR) Light Microscopy Core Facility (LMC) for the purchase of a Sapphire Laser System to be used for a custom built, multi component microscope,     as outlined below.     The system is based around an Olympus microscope stand (NIH-#01492925 S/N 2C20515). The system provides many imaging modalities for NHLBI-DIR scientists and requires high laser power due to the need to split the laser beam into multiple paths. For this reason the laser system must provide 200mW of power at 488nm.    

This requirement is under the North American Industry Classification System (NAICS) Analytical Laboratory Instrument Manufacturing, Size Standard is 500 employees.     The Small Business Set-Aside does not apply.

The items to be purchase are: Item (1), Sapphire 488-200 CDR Laser System RoHS,     quantity one (1) each, with the following specifications; The system emits 200mW continuous-wave output power at 488nm. It includes a laser head, AC wall-plug ready controller and necessary cables.      

Item (2), Sapphire HP HeatSink RoHS,     quantity one (1) each, with the following specifications; Sapphire optional Heatsink (with fan) for the laser head, and a DC input power to drive the fan and cable to connect to the laser head.

Market research conducted by the Government has determined that similar Laser Systems are manufactured in sufficient quantities by at least two (2) manufacturers which confirm the commercial market. Also the market research conducted has determined that there is no reasonable expectation of receiving offers from two (2) or more small businesses.     One small business was contacted but does not meet the Government minimum requirements.

The delivery and acceptance F.O. B.     Point is Bethesda, Maryland.

The Government?s estimated expected delivery date is 16 weeks or sooner after receipt of the purchase order.

Proposals are due January 15, 2008 by 8:30 a.m. local time. The award will be made based upon the technical specifications of the required products and delivery period in this synopsis, and to the lowest price, technically acceptable quote meeting the Government?s requirements. The offerors must submit written descriptive literature of the product in their proposal, an itemized price list and warranties of the product quoted.     The Government intends to evaluate offerors and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offerors best terms from a technical and price standpoint.       However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary.     The Government may reject any or all offers, waive informalities and minor irregularities in offers received.     The offeror?s proposal?s must include an itemized price lists of charges, complete description of services, complete address for invoice payment and purchase order delivery, prompt payment discount terms,     the Dun & Bradstreet Number (DUNS), the taxpayer Identification Number (TIN) and certification of business size of the company.     The offeror must also register in the Government?s Contractor Registry System. Note: www.ccr.gov.    

The proposal must reference ?Solicitation number?
