| On behalf of the Illinois State Police Department (ISP), the Department of Central Management Services (CMS) is giving notice of intent to procure software support and maintenance for FOCUS software. Information Builders, Inc. (IBI) is the sole supplier for the FOCUS software. The Fiscal Management Section uses FOCUS for Assets Seizure Management systems, After Forfeiture Account System, Commercial Voucher System, OFBLOOK System, and GLIS for internal usage by the Fiscal Management Section, Accounts Receivable System, Receipts System, Down Loading of the Payroll System, TELECOM System, and Travel System. These systems are integral for the Fiscal Section to be able to pay bills, vouchers, and travel-related expenses. Failure to purchase would deprive agency and staff of available fix packs, version upgrades, access to support and use of the software. The license/maintenance of this software is proprietary and only available from IBI. Competitive selection is not feasible for this procurement.
This procurement will result in a contract allowing continued annual FOCUS software maintence, including upgrades, patches, fixes, 24X7 on-line technical support and toll-free phone access to support Monday Friday (8AM 8PM). |

| Sole Source Only Justification: | The software maintenance of this software is proprietary and only available from Information Builders, Inc. Without the software support and maintenance, ISP would be using unsupported software application which could impact the ability to resolve technical problems, resulting in ISP facing outages and unresolved software problems, impacting end user's ability to utilize the application and/or system.
Competitive selection is not feasible for this procurement.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently identifies evidence of a violation of the Illinois Procurement Code or other law, any associated rules, and demonstrates and proves a prospective vendors ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice. |
