The Government intends to solicit and negotiate with only one source, Olympus Surgical & Industrial America, 1 Corporate Drive, Orangeburg, NY 10962-2615. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1 under the authority of FAR 13.106-1(b) for six (6) each IPLEX FX Video Borescopes accessories. The video Borescope system shall meet the following parameters: The Borescope system is required to be survivable, portable and approved for use on Army aircraft for visual inspections by U.S. Army Aviation Engineering Directorate (AED), Aviation and Missile Research, Development and Engineering Center, Redstone Arsenal, AL. The borescope shall include a full set of features and functions including stereo measuring for damage assessments. It shall be simple to operate and capable of operation in harsh environments as well as be durable to withstand harsh handling. The borescopes shall be approved for use on OH-58D, UH-60A-L-M, CH-47D-F, AH-64D, HH-60s for the inspection of aircraft components to include engines, airframes, weapon systems, fuel systems and components, and main rotor heads. Requirements of the Borescope Base Unit: In its operational state, shall be of sealed body construction for survivability in harsh environments and shall contain no lamps, which require cooling fans that ventilate the system. The system shall weigh less than 15 lbs. completely assembled with battery installed. Survivability: System shall, in its operational state, meet the following Mil-Std-810F tests: Explosive Atmosphere, Method 511.4, Procedure I. Blowing Rain, Method 506.4, Procedure I. Sand and Dust, Method 510.4, Procedure I. Salt Fog, Method 509.4. Humidity, Method 507.4. Vibration, Method 514.5, Procedure I. Shock, Method 516.5, Procedure IV. Operating temperature of the insertion tube shall be 0F to 212F. The system shall incorporate a Hi-temperature warning system, which displays a Hi-temperature warning indicator on screen with sounds and audible alerts as the temperature reaches 212F. The system shall incorporate a rechargeable internal battery that provides no less than 2.0 hours of continuous operation on a single charge. The system shall include two batteries and a charger. The insertion tube shall be 4.0mm in diameter and shall be 2.0 meters in working length. The insertion tubes shall contain no fiber optics for greater reliability. The system shall utilize LED tip adapters to avert lamp replacement and shall incorporate automatic tip recognition. Tips must also have double locking threads. The system shall include tip adapters with the following optical characteristics: 1. Field of View (FoV) 120 degrees, Direction of View (DoV), Forward, Depth of Field (DoF) 4mm to 190mm. 2. FoV: 120 degrees, DoV: Forward, DoF: 25mm to Infinity. 3. FoV: 120 degrees, DoV: Side, DoF: 6mm to Infinity. 4. FoV: 50/50 degrees, DoV: Forward/Forward, DoF: 5mm to Infinity. 5. FoV: 50/50 degrees, DoF: Side/Side, DoF: 4mm to Infinity. The system shall capable of providing stereo and scalar measurement technology. It shall provide an on screen Dynamic Range Finder (DRF) with real number read out. The system shall provide a means to store jpeg images and transfer to a PC. The system monitor shall be removable to facilitate field interchangeability. The NAICS code for this procurement is 333314 and the small business size standard is 500 employees. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 26 Jun 2008. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with Olympus Surgical and Industrial America.
