SOURCES SOUGHT SYNOPSIS NOTICE ONLY! This is not a request for proposal. The Drug Enforcement Administration, El Paso Intelligence Center, El Paso, Texas is seeking GSA SCHEDULE VENDORS, SMALL BUSINESS, WOMEN-OWNED, SMALL DISADVANTAGED BUSINESS, HISTORICALLY UNDERUTILIZED BUSINESS ZONE (HUBzONE), SERVICE DISABLE VETERAN OWNED SMALL BUSINESS OR 8(a) Contractors to determine whether there are such businesses that are capable of providing SIGINT Intelligence Collection, Analysis, and Dissemination information services.

The contractor employees shall be fluent in the Spanish Language, shall be able to acquire and retain Top Secret security clearance with Compartmented Information (SCI) access. A medical examination may be required. The position requires employees to travel both foreign and domestic.

INTRODUCTION

These positions are located in the Special Operations Watch Section of the El Paso Intelligence Center, 11339 SSG Sims Street, El Paso, Texas 79980. The contractor shall be responsible for the operation of radio and electronic equipment in the collection, analysis, interpretation, translation and transcription. The individual(s) shall be able hear the spoken words and instantaneously render the statement accurately from and into Spanish and English.

The contractor shall perform, detect, acquire, locate, identify, and exploit of foreign communications using signals equipment, translates, transcribes, gists or produces summaries of foreign language transmissions in English languages. Performs collection management. Collects and simultaneously produces on-line activity records of complex foreign voice radio transmissions containing technical terminology, advanced grammar and syntax, and colloquial conversational forms. Provides quality control of SIGINT voice intercept products.

The contractor shall be required to research, analyze, assimilate, evaluate, coordinate, and disseminate intelligence information relating to a specific area of assignment or subject matter. The contractor shall have exacting attention to detail, accuracy, thoroughness or review and a sound interpretation of findings. The contractor shall perform analysis and reporting of intercepted foreign communications at all levels, produce strategic and tactical intelligence reports, writes, edits, evaluates, and publishes SIGINT reports, coordinates with collection management activity to receive and plan tasking, performs advance analysis on intercepted communications, analyzes and evaluates intelligence data and releases SIGINT reports, briefs analytical mission status, provides input on the interpretation of SIGINT information and the employment of collection systems.

Interested parties responding to this source sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, the size and type of business, and DUNS number, verification of active registrant in Central Contractor Registration, list their GSA Schedule number (if applicable), (2) documentation relating to capability of performance of type of contract, (3) A list of past experience of the company to include: providing this type of services, period of performance, and contract number; (4) number of employees and labor categories that may require for this type of services, and (5) any other pertinent information related to the requirement. The information and materials provided will neither be returned nor will reimbursement be made for any costs associated with providing information in response to this announcement. THIS NOTICE DOES NOT COMMIT THE DEA TO PROCURE THE SUBJECT SUPPLIES/SERVICES NOR INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION. However, the Government may subsequently issue a Request for Proposal. The Government is seeking information only to determine whether small businesses are interested and are capable of providing this type of services. No telephone requests will be accepted.
