Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6.     The solicitation number is AG-82FT-S-08-0011.     This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued.     The proposed contract is set aside 100% for small business concerns.     The North American Industry Classification System (NAICS) code is 518210, Small Business Size Standard $23.0 million.    

Description

This requirement is for basic annual maintenance for IE Online TOC Alerting Service for the US Forest Service Library customers from February 1, 2008 to September 30, 2008.     IEOnline is an online document alerting, ordering, and searching service.     This service enables each of our customers to select only those titles of interest to them or search the entire article database.     The tables of contents for newly published journal issues or conference proceedings from selected titles are delivered directly to their inbox.     The service includes access to over 17,000 journal titles and over 14,000 conference proceedings including nearly all of the titles relevant to our customers and customized site design to adapt the service to our mail system and order processing procedures including identifying the service as coming from the Library and linking directly to the National FS     Library Web site.     Requests for articles are automatically redirected to the correct library in Utah, Colorado, California, Wisconsin, Minnesota, Ohio, or Puerto Rico based on our holdings information.     Library customers can add, delete, or change titles and create customized searches.     In addition library customers can create saved searches that are targeted to their specialized needs.     When Library subscriptions include online access to full-text, IEOnline provides hot links directly to the full-text.     Customized reports provide information needed for selecting journal subscriptions.     The Library is not required to use the vendor?s document delivery service and ability for Library customers to order articles without leaving their inbox or needing to fill in a form.    
At a minimum, quotes must include the following information, specifications of the item quoted, delivery date, TAX ID number, and DUNS number.     Payment will be made by Electronic Funds Transfer and you must be registered in the Central Contracting Registration website (www.ccr.gov) and registration in ORCA (Online Representations and Certification Applications) www.orca.bpn.gov.     The Government will award a contract resulting from this announcement to the responsible offeror whose offer will be the lowest price to the government.     You shall submit commercially available literature on your unit that demonstrates that all of the above capabilities are met.
