Description and Specifications:

* This Agreement is for FY08 / January 01, 2008 through June 30, 2008. These funds allow for the Illinois Council of Case Coordination Units to continue assisting the Illinois Department on Aging with the development and implementation of conferences and training sessions during FY08 - designed to enhance the state's case management network and ultimately the delivery of case management services to Illinois' older adult population. This is accomplished through the Council's participation and deliverables related to various trainings and conferences held thru-out the State of Illinois.

* These trainings are a very cost effective way of providing training for case managers: 1) Case Management Conferences 2) Best Practices 3) Case Management Supervisor's Conference 4) Comprehensive Care Coordination trainings and 5) Department Certification trainings.

The Department on Aging has had a working relationship with ICCCU for many years and has found that no other entity has the background and experience to train or deliver services/support to the network.

If the request is denied the Illinois Department on Aging it would take the Department six (6) months to a year to bring another vendor up to the speed of the ICCCU quality training program that is currently in place. In addition, it is difficult to re-train new vendor with our limited staff. We believe this would place undue hardship on our limited resources that is necessary to train new case managers and cause non-compliance with the program rules.

Any Challenges to this Notice must be submitted in writing within 14 day of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrations and proves a prospective vendor's ability to meet all requirements of the Agency making the award all be considered. The documentation must indicate a price equal to or lesser than the amount shown in this notice.

Sole Source Only Justification:The Illinois Council of Case Coordination Units is the only organization in the State of Illinois that has the working knowledge and expertise of, both the Community Care Program policies and procedures, and the hands on work experience with the Illinois Aging Network, necessary to do co-training with the Illinois Department on Aging. The Illinois Council of Case Coordination Units (ICCCU) membership is comprised of experienced case managers and case manager supervisors from Case Coordination Units (CCUs) throughout the state. IDOA is responsible for certifying all case managers who administer the Community Care Program throughout the state. Through our continual trainings, we have taught case managers the rules, procedures, and program requirements. Through their work experience of applying those policies and procedures in the field, case managers develop unique expertise on administering our program in the community. The Agency uses the council as the hands on experience component of our training. We feel that it is vital component of our training to new case managers. If ICCCU did not exist we would not have a provider with this specialized experience. We conclude that no other organization could step in and perform these services of the specialized training, knowledge and experience that ICCCU possess.
