Harlem River Promenade Project

The purpose of this notice is to announce a request for proposal (RFP BOEDC-HRP-0807-08). The Bronx Overall Economic Development Corporation ("BOEDC") requests proposals for consultant assistance in facilitating a community-driven process that will create a feasible conceptual plan for the Harlem River Promenade Site ("HRP Site") located in the Highbridge neighborhood in the Bronx (the "Project"). BOEDC anticipates that the Project will take approximately one year to complete. This document will help meet growing demand from community groups, advocates and civic associations to compile and build on previous research and plans into a comprehensive conceptual plan for the specified site that is part of the Harlem Riverfront € s redevelopment and reuse.

In 2004, BOEDC secured funding for the planning of the Harlem River Promenade Project. The main intent of the project is to create a plan to consider uses for the site that may encompass one or all of the following; architectural and landscape design, a community facility and an economic development driver with considerations for transportation access, environmental sustainability and engineering feasibility.

This project will include the following: review of existing data, base map for the entire length of the Harlem River Promenade, public participation plan, conceptual design including overall design vocabulary and guidelines, provisions for public art, and guidelines for environmental sustainability, engineering viability, maintenance of historic character as it relates to the surrounding infrastructure, phasing strategies, acquisition processes, activities programming and facility operations.

The Consultant shall retain, directly supervise, and coordinate the activities of as few or as many sub-consultants as necessary to provide all the Services described herein (the Consultant and sub-consultants shall be collectively referred to as the "Consultant Team"). The Consultant Team shall have expertise in the following disciplines at a minimum: Site planning, Architectural design, Landscape designs, Transportation planning, Community outreach and consensus building, financial feasibility analysis, Cost estimating, and Graphic design.
