Description
Babcock & Wilcox Technical Services, Pantex, LLC (B&W; Pantex) is seeking companies experienced in the underground installation of high-density polyethylene pipe (HDPE) for fire suppression systems.    Further to the goal of B&W; Pantex to utilize small businesses, B&W; Pantex will allow small businesses to team with other companies (small business to large business) to perform this project.    B&W; Pantex is interested in a company that has core competencies required for the opportunity at hand, a proven track record for performance, a good safety record, and the necessary financial stability to bond this project and perform the work.    Other teaming relations one might consider are:    mentor prot?g? and small business to small business.   
BACKGROUND:
B&W; Pantex is the Prime Contractor of the Department of Energy's (DOE) Pantex Plant located near Amarillo, TX.   
PURPOSE:
This contract will provide construction services for the replacement of approximately 11,000 feet of the High Pressure Fire Loop (HPFL) underground piping and valves at the Pantex Plant.    The HPFL supports the critical safety function of nuclear and non-nuclear facility fire suppression systems by supplying water to meet the system design requirements.    The HPFL is designed to meet the highest demand for quantity, pressure, and flow of a single facility sprinkler system.   
SYSTEM DESCRIPTON:
The HPFL is a water distribution system comprised of two earth-covered, grade-level reservoirs of 360,000-gallon nominal capacity, two pump facilities, and a distribution system of pipe arranged in a loop and grid plan.    Only one tank and one diesel-driven fire pump located at the same pumping facility are required for the HPFL to be operable.    The HPFL is installed and maintained solely to provide non-potable water to site fire suppression systems. The distribution pipe is arranged to afford at least two flow paths to each facility on the grid with ample valves to isolate sections while maintaining water supply to the remainder of facilities.    The current HPFL distribution pipe consists predominantly of ductile and cast iron pipe. Pipe sizes range from 6 inches to 14 inches in diameter. Fire hydrants are distributed throughout the areas served and are supplied water by the HPFL system.
OBJECTIVE:
The objective of this project is to enhance the reliability of the HPFL. The facilities rely on the HPFL to provide fire protection water in accordance with the Pantex Plant Design Criteria Manual (PDCM), the Fire Protection Design Criteria Manual (FPDCM), the site-wide Safety Analysis Report (SAR), and the site Technical Safety Requirements (TSR).
The Contractor shall furnish equipment, material procurements, construction services, start-up testing, plant personnel training, and completion of project closeout documentation (such as submittal of as-built drawing mark-ups and NQA-1 project documents) for the HPFL project.
SCHEDULE
Construction shall be completed no later than 730 calendar days from Notice of Award.
