SUBJECT: HIGH PRESSURE CHEMISORPTION ANALYZERThis is a combined synopsis/solicitation for commercial items prepared in

accordance with the format in FAR Part 13, Simplified Acquisitions, as

supplemented with additional information included in this notice. QUOTES

ARE

BEING REQUESTED. Responses shall reference Request for Quotations No.

DE-RQ26-08NT000902 the U.S. Department of Energy (DOE), National Energy

Technology Laboratory (NETL), Pittsburgh, PA, intends to purchase the

following:

High Pressure Chemisorption Analyzer (1 each)

Must include the following technical features:

Fully automated chemisorption analyzer for temperature programmed, pulse

chemisorption and physisorption analyses of dispersed metal catalyst

materials

Prepare and analyze catalytic samples at pressures up to 70 bar (1000 psia)

Capable of Temperature Programmed Desorption (TPD), Temperature Programmed

Reduction (TPR), Temperature Programmed Oxidation (TPO), BET surface area

and

Pulse Chemisorption analyses

Three internal mass flow controllers included for precise gas control

Internal backpressure controller

On-instrument gas blending capability (carrier and loop gases)

Independent internal temperature controlled zones

Four inlets each for preparation, carrier and loop gas streams (12 total

inlets)

Gold plated Thermal Conductivity Detector (TCD) filaments

Operating software and built-in controller permit PC independent operation

and

data collection

Importation of mass spectrometer signal to reporting system for easy

comparison

to Temperature Programmed experimental data

Peak integration capability integrated into data reduction software

Sub-ambient temperature controlled ramping capability using optional

cryogenic

cooler

The furnace has an interlock switch. When the furnace is open, the internal



pressure is automatically reduced to atmospheric pressure. It also cuts of

power to the furnace

In the event of a power failure, all inlet solenoid valves (which admit

gases)

will close and the internal pressure is automatically reduced to

atmospheric

pressure

No high voltage or high pressure components which are accessible, except by



using tools to remove panels

PC capable of controlling the instrument 1

Printer 1

Pressure regulators

2 quantity CGA 580, 1500 psig (N2, He, Ar, Kr)

1 quantity CGA 320, 1500 psig (CO2)

1 quantity CGA 540, 1500 psig (O2)

2 quantity CGA 350, 1500 psig (H2, CO)

1 quantity CGA 590, 1500 psig (Air)

Cryogenic cooler that p[ermits analyses to be perform from -100 to 1,100 C

in a

continuous, linear fashion

Mass spectrometer: 200 AMU mass spectrometer connects directly to a

dedicated

port on the instrument for detection and identification of low

concentrations

of condensable and/or reactive gases

Installation and on-site operator training

Freight should be included in price.

DELIVERY: FOB Destination is required (all freight included). The

provisions

at 52.212-2 Evaluation Commercial Items (JAN 1999) does not apply to this



acquisition. Instead, the following information will be used for

evaluation of

offerors: An award shall be made to the responsible offeror submitting a

technically acceptable quote and offering the best value evaluated price.

Evaluation is based on best value including cost and ability to meet stated



requirements above. Offerors shall submit descriptive literature and

drawings

detailing features, technical capabilities and warranty data. Technical

acceptability will be determined solely on the content and merit of the

information submitted response to this provision as it compares to the

minimum

characteristics provided above. Therefore, it is essential that offerors

provide sufficient technical literature, documentation, etc., in order for

the

Government evaluation team to make an adequate technical assessment of the

quote as meeting technical acceptability. Best value to the government

cost

shall be the deciding factor among technically acceptable quotes. The

North

American Industry Classification (NIAC) is 334516. ALL INTERESTED PARTIES

SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax

Identification

(TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A



Firm Fixed Priced Purchase Order shall be issued using the Simplified

Acquisition Procedures FAR Part 13. This is a small business set aside.

All

offers are due no later than 5:30 p.m. Eastern Time Zone on September 12,
