SUBJECT: HIGH PRECISION SYSTEM FOR MEASUREMENT OF THERMAL EMISSIONSPECTRA AND
FLAME INTENSITY FROM HIGH TEMERATURE FLAME
This is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Part 13, Simplified Acquisitions, as
supplemented with additional information included in this notice. QUOTES
ARE
BEING REQUESTED. Responses shall reference Request for Quotations No.
DE-RQ26-08NT00683 the U.S. Department of Energy, National Energy Technology
Laboratory (NETL), Pittsburgh, PA intends to purchase the following
High precision system for measurement of thermal emission spectra and flame
intensity from high temperature flame with the following specifications: (1
each)
Continuous of wavelength range from 300 nm through 6,000 nm.
1. Multiple grating mounting system for accommodation of an extended range
through automatic change of gratings,
2. Field inter-changeable gratings for modification of range and span of
the
multiple grating mount in the field.
3. Capability of later expansion of range to 20,000 nm; Slit mounting
system
designed to allow a selection of slits to be mounted including both fixed
and
adjustable slits 1.
Initial fixed and computer adjustable motorized slits for operation over
the
wavelengths specified with the detectors supplied. Fixed slits shall be
provided for use over the specified wavelengths and one motorized slit
shall be
provided for additional flexibility. Slits and slit holders shall be
supplied;
Filter sheel for order sorting and other filters. At least 6 filter
holders on
the sorting wheel. Computer control (or remote hand controller control) of
the
filters through the same system that controls the
spectrometer/monochrometer
system; Built in shutter for dark levels or safety when changing filters;
Detectors for spanning the specified wavelength range (300nm-6,000nm);
System
shall be used for sensing intensity of lines and bands for assessment of
absolute intensity across the range. Equipment (hardware and software)
shall
be selected to meet the purpose. System shall be capable of reporting
intensity of individual lines and bands to better than 1% accuracy;
Computer
control of the system (through a stand-alone computer program) 1. Software
must be capable of radiometry and traceable absolute intensity
identification;
LabView Vis for control under a lab-view system; USB-2.0 connection; Hand
controller option similar to a TV remote to allow operator direct control
of
the system; System purge for argon to prevent dust, CO2, and H20 vapor from
entering the apparatus during operation; Dual output ports for simultaneous
mounting of two detectors; Light leakage 250 mm;
Wavelength accuracy: 0.35 nm; Resolution: 0.15 nm; Slew rate: 205 nm/sec
(with
1200 1/mm grating); F# 3.9.
The provisions at 52.212-2 Evaluation Commercial Items (JAN 1999) does
not
apply to this acquisition. Instead, the following information will be used
for
evaluation of offerors: An award shall be made to the responsible offeror
submitting a technically acceptable quote and offering the lowest evaluated
price. Evaluation is based on best value including cost and ability to
meet
stated requirements above. Offerors shall submit descriptive literature
and
drawings detailing features, technical capabilities and warranty data.
Technical acceptability will be determined solely on the content and merit
of
the information submitted response to this provision as it compares to the
minimum characteristics provided above. Therefore, it is essential that
offerors provide sufficient technical literature, documentation, etc., in
order
for the Government evaluation team to make an adequate technical assessment
of
the quote as meeting technical acceptability. Price shall be the deciding
factor among technically acceptable quotes. All interested firms must
respond
to DE-RQ26-08NT000683 by 05:30 P.M. EST, JUNE 30, 2008. The North American
Industry Classification (NIAC) is 334516. ALL INTERESTED PARTIES SHALL
SUBMIT
OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN);
Dun &
Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed
Priced Purchase Order shall be issued using the Simplified Acquisition
Procedures FAR Part 13. This Request for Quotation (RFQ) is totally
set-aside
