Request for Qualifications Health Sciences Education Building UC Davis Health System, Sacramento, California
The University of California Davis Health System is requesting Qualification Statements from firms interested in providing consulting services for the programming, design and construction of a new Health Sciences Education Building. The project will construct a new building to house instructional, administration and support services for students, faculty and staff for the Betty Irene Moore School of Nursing at UC Davis.
The Betty Irene Moore School of Nursing will pioneer a transformative curriculum anchored by the universitys strengths in team-based learning, innovative technology, state-of-the-art evidence-based practice, and contemporary leadership and management training. The goal of the Betty Irene Moore School of Nursing is to become a top-ranked school of nursing that graduates highly skilled, diverse, culturally-competent and well-prepared nurse leaders, educators and researchers who will have a positive long-term impact on health care across California and throughout the nation.
The approximately 80,000-gross-square-foot building will provide state-of-the-art facilities including new technology to enhance learning. The building will be designed to foster interdisciplinary and interprofessional education with other campus education facilities, creating an environment that serves as a magnet for students, faculty, staff and other health-care professionals. The project site is planned to be located at the UC Davis Sacramento campus on Stockton Boulevard in Sacramento.
The project will comply with the University policies for Green Building Design and Clean Energy Standards and Sustainable Transportation Practices. As required by these policies, the project will adopt the principals of energy efficiency and sustainability to the fullest extent possible, consistent with budgetary constraints and regulatory and programmatic requirements. The construction budget is estimated at $35,000,000, not including furnishings and equipment. The project is under the regulatory jurisdiction of the State Fire Marshal and the Campus Building Official. The approximate start of construction is 2010.
Initial services of the selected consultant will include programming and site planning for the new building. The University is considering several alternative project delivery strategies, including Lump Sum, Design/Build and Multiple Prime Contracting. Firms providing responses to this RFQ will be expected to demonstrate success in the management and delivery of major institutional projects using these and other project delivery strategies. Following the initial services phase, the selected consultant may be retained to provide full design and construction administration services for the project at the Universitys option. A successful firm will assign exceptionally creative and innovative consultants to partner with the school of nursing in the planning and design of an appropriate building/s and facilities to support this unparalleled school.
Subconsulting services for mechanical, plumbing, electrical, structural, landscape, coordination documents, fire alarm and fire sprinkler disciplines as well as audio/visual and other specialty consulting services will be negotiated following selection of the executive design professional firm. The selected firm will be expected to sign an Executive Design Professional Agreement that will include lump sum fees for the initial phase, followed by lump sum fees for provision of all basic services from Schematic Design through the completion of Construction Documents, bidding documents and construction services at the Universitys option. The expected fee for complete Basic Services, including subconsulting services, is approximately $2,000,000. Fees associated with alternative project delivery strategies will be negotiated as appropriate.
Qualification documents will be available to firms starting September 25, 2008, and will be issued at the offices of FACILITIES DESIGN AND CONSTRUCTION, address as indicated below.

All statements of qualifications must be received on or before 5:00 PM, October 10, 2008, at the above address. Firms may either deliver their materials to the above address or mail them sufficiently in advance of the due date to ensure delivery and receipt by the required time and date.
