Synopsis:

The Office of Planning, Research and Evaluation, Administration for Children and Families, through the Program Support Center, Division of Acquisition Management, Department of Health and Human Services is seeking a Contractor who has the experience and capabilities to perform the necessary tasks within the Government s Statement of Work. In responding to the Solicitation, offerors shall demonstrate their ability to manage and administer a large-scale, early childhood data collection and analysis effort for the Head Start Family and Child Experiences Survey (FACES) 2009 Cohort. FACES is an ongoing, longitudinal study of the Head Start program quality and child outcomes, which to date has included four nationally representative cohorts (1997, 2000, 2003 and 2006). The FACES 2009 study will provide data from a new, nationally representative sample of children and programs in order to build on the knowledge gained from previous cohorts. This proposed procurement is to be solicited under full and open competition. It is anticipated that a Cost Plus Fixed-Fee Contract will be awarded for a period of five (5) years. Solicitation 08Y014367 will be issued on or about July 1, 2008, with a tentative closing date of July 31, 2008.
