THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PREQUALIFY VENDORS. THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP). The Senate Republican Conference Committee (SRC) requires technical services and support to decommission an existing broadcast video production and audio production facility and design, engineer, install, and test a high definition (HD) video (TV) and audio (radio), multimedia facility. This will be an integrated system with television, radio, web, and technical services to facilitate Republican Senate office communications to national and local media outlets.

The SAA invites all qualified sources to respond to this sources sought notice. The vendor must be located within the Washington DC Local Commuting Area (no more than 50 miles driving distance to the United States Capitol Building). THIS SOURCES SOUGHT IS RESTRICTED TO VENDORS LOCATED IN THE LOCAL COMMUTING AREA OF WASHINGTON, DC. The vendor response to this sources sought notice shall specifically address the six evaluation criteria below. The evaluation criteria for selection, listed in descending order of importance, are as follows: (1) Professional qualifications (education, registration, and experience) of individual design team members who will perform the required services; (2) Specialized experience of design team members individually, and collectively as a team, in the design of site master plans; (3) Experience with the design, engineering, installation and testing of (HD) video (TV) facility as well as audio (radio) multimedia facility; (4) Professional capacity, experienced in-house personnel to accomplish this work in a timely manner; (5) Past performance on similar contracts with Government agencies and private industry in terms of (a) the type of work, including the quality control program used to ensure accuracy by number of addenda and change orders required, and (b) compliance with design and installation schedules; (6) Computer capabilities - all design drawings prepared for this contract must be produced on the AutoCAD 2000 system; specifications shall be written using Microsoft Word for Windows, version 97 or higher, and cost estimates shall be prepared using Microsoft Excel, version 97 or higher; and (7) Location/proximity to the United States Capitol Building (no more than 50 miles driving distance to the United States Capitol Building).

In addition, submissions must include: 1) Past performance: A minimum of three past performance references. The vendor must have specific experience, within the last three years, involving the design, engineering, installation, and testing of a high definition (HD) video (TV) and audio (radio) multimedia facility, and the decommissioning of both an existing broadcast video (TV) production facility and an audio (radio) production facility. Provide a brief synopsis of work performed relevant to requirements 2-7 listed above. The response must include complete and current contact information of past customers. Experience and past performance will be evaluated on the basis of its breadth and depth, its similarity to the SRC project as well as the satisfaction of clients and overall quality of services represented by the projects described; (2) Computer capabilities - AutoCAD 2000 system; Microsoft Word for Windows, Microsoft Excel, Microsoft Project; and (3) Organizational information including your Dun and Bradstreet number and point of contact with telephone, fax and e-mail address.


After receipt and review of the responses to this SSN, the SRC intends to issue a solicitation. The information contained in this notice will be the only information provided by the Senate during the Sources Sought process. Failure to provide information on criteria 1 through 7 and the requested past performance information will result in disqualification of the vendor from further consideration. Only vendors deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the SRC anticipates release of a solicitation during the first quarter of Fiscal Year 2008. Neither the SRC nor the Senate will be responsible for any costs for the preparation of responses to this request.

INSTRUCTIONS: Responses to this are due to the POC no later than May 29, 2008 at Noon EDT and shall be submitted electronically via email only to the attention of Kathleen M. Haddow at acquisitions@saa.senate.gov. The subject line of the email message shall be: SSN 2008-S-034 HDTV Facility Upgrade. No other method of transmittal will be accepted. The response shall not exceed fifteen (15) pages. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the SRC to information in any files attached to the response is the responsibility of the submitting party. Neither the RC nor the Senate is responsible for any failure to access vendor information.

THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SRC OR SENATE. ANY REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
