NASA/GRC has a requirement for a hardware in-the-loop (HIL) data acquisition andcontrol system (DACS) for the Mobility Modular Technology Demonstrator. NASA/GRC intends to purchase the items from OPAT-RT TECHNOLOGIES, INC. 1751 RichardsonSuite 2525, Montreal, Quebec, CANADA. This will be a duplicate system adding to onepurchased several years ago and must be identical for compatibility purposes. The DACS must integrate with the Simulink/Real-Time Workshop software suite created byMathworks, Inc. to facilitate rapid control system development.The following four criteria are critical aspects of the system:1) Communication in the real-time processor system shuld be based on a peripheralcomponent interconnect (PCI) bus.2) The real-time operating system should be open source.3) The HIL software (the interface between the compiled Simulink code and the real-timesystem) should facilitate processing sharing between multiple real-time processors.4) The HIL software should include a graphical user interface (GUI) development packageto develop virtual instrument panels. The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.The Sole Source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 29, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
