Synopsis:

The US Army Corps of Engineers, Portland District, intends to solicit and award a firm-fixed price service contract for potential contractors to provide a comprehensive oil sampling program to the Dalles Dam, in The Dalles, Oregon. The Contractor shall provide all labor, equipment, supplies, and incidentals required to perform all necessary sampling and testing services. The contractor shall take several samples from each of 26 units on an annual and overhaul basis, as well as test the oil samples tak en, and provide submittals of test reports via the internet as well as provide hard copies. This is a non-personal service contract.

The tests, testing methods, and report results are listed as follows:

1. Viscosity. Testing Method: ASTM D 44 5. Results Reporting Format: Report result as cSt @ 40?C

2. Water Content by Karl Fisher Titration. Testing Method: ASTM D 6304. Results Reporting Format: Report moisture content in parts per million (ppm).

3. Acid Number (TAN). Tes t Reporting: ASTM D 664. Result Reporting Format: Per gram of oil (mg KOH/g) Report result as milligrams of Potassium Hydroxide.

4. Cleanliness, ISO Code Particle Count. Testing Methods: ISO 4406-99 (ISO 11171 Calibration). Result Reporting F ormat: Report ?m(c) particle sizes (4, 6, and 14).

5. Rotating Pressure Vessel Oxidation Test (RPVOT, formerly RBOT). Testing Methods: ASTM D 2272. Result Reporting Format: Report time (minutes) required for pressure in test vessel to drop 2 5.4 psi.

6. Elemental Spectroscopy by ICP. Testing Methods: ASTM D 5185. Result Reporting Format: Report concentration in ppm of the following elements: Fe, Cr, Cu, Sn, Al, Ni, Ag, Si, Ca, Mg, P, Ba, Pb, Sb and Zn.
