(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. (ii) The reference numbers for this effort are W912ES-08-T-0035, W912ES-08-T-0036, W912ES-08-T-0037 and the solicitation is issued as a request for quotation (RFQ). One combined synopsis/solicitation is being issued for all three sediment analysis testing scopes of work. Offerors are encouraged to submit quotes for whichever scopes of work they are able to complete. Offerors are encouraged to submit proposals on the aggregate of the three requirements. If capable of providing service for all three, one contract will be issued. However, historically, vendors have not been able to do so, based on the nature of the services. Therefore, vendors who can accomplish only one of the three requirements, or more, are encouraged to submit proposals as well. (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARs) can be accessed on the Internet at http://farsite.hill.af.mil/ (iv) This solicitation is set-aside 100% for small business concerns. The associated NAICS code is 541380 and the small business size standard is 11.0 million dollars. (v) This requirement consists of 1 line item (0001 SEDIMENT QUALITY ANALYSIS in accordance with attached scope of work. (vi)Items to be supplied under this purchase order consist of the following: The offeror shall be certified for the parameters requested to conduct chemical, biological and physical analysis of sediment samples collected by St. Paul District personnel from maintenance dredging sites on the Upper Mississippi River Pools 1-11. W912ES-08-T-0035 is to provide chemical analysis (PFCs) for sediment samples that will be collected from historic dredge cuts in the Upper Mississippi River Pools 1-11. W912ES-08-T-0036 is to provide biological toxicity analysis for sediment samples that will be collected from historic dredge cuts in the Upper Mississippi River Pools 1-11. W912ES-08-T-0037 is to provide chemical and physical analysis for sediment samples that will be collected from historic dredge cuts in the Upper Mississippi River Pools 1-11. (vii)The completion date for the service is 30 September 2008, to be delivered to U.S. ARMY CORPS OF ENGINEERS, CEMVP-ED-H, ATTN: JIM NOREN, 190 5TH ST. EAST, SUITE 401, ST. PAUL MN 55101-1638 (viii)The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this solicitation. (ix)52.212-2 Evaluation Commercial Items, (x) The provisions at 52.212-3 Alt. I, Offeror Representations and Certifications Commercial Items, and 52.219-1 Alt. I, Small Business Program Representations apply to this solicitation. The contractor shall return a completed copy of these provisions with its quotation.
