Synopsis:

The Fleet Readiness Center (FRC) East, MCAS Cherry Point, NC has a requirement the fabrication and assembly of five (5) Helicopter Night Vision System (HNVS) Forward Looking Infrared Radar (FLIR) aircraft installation kits ( A-Kit ) for the CH-53E helicopter. It is the intent of the government to procure these supplies from DRS Technical Services, Inc, 37500 North Industrial Parkway Willoughby OH, on a sole source basis using a Firm Fixed Price contract. DRS Technical Services, Inc is the only known company capable of performing the manufacturing process for the HNVS (FLIR) A-Kits. Although much of the kit consists of stock listed parts, the drawings required to fabricate and assemble the aircraft wiring and manufacture the aircraft mounting structure are solely the property of DRS TSI MILPARTS. MILPARTS has maintained all the documentation required to fabricate, assemble and deliver the required A-Kits. Furthermore, the Government no longer has access to an extra A-Kit, thereby eliminating the possibility of providing an A-Kit to another vendor so that they could reverse engineer it in order to meet the Government s requirement. Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
