Sources Sought, Comments requested on DRAFT PWS, & Facility Tour (Site Visit)
The Air Force 746th Test Squadron (746 TS) and the 49th Contracting Squadron (49 CONS) is currently seeking sources for a public-private competition of a requirement for the Instrumentation and Test function at Holloman AFB, NM.
1) This is a Sources Sought Notice only. This is not a solicitation announcement. This notice neither constitutes a Request for Proposal, nor does it restrict the 746 TS and the 49 CONS to an ultimate acquisition approach. No contract will be awarded from this announcement and requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. This Sources Sought Notice is in support of market research being conducted by the 746 TS and the 49 CONS to determine potential sources capable of fulfilling all requirements associated with supporting the instrumentation and test function. Any resultant contract is anticipated to be Lowest Price Technically Acceptable (LPTA). Firms responding to this sources sought notice are also requested to provide the 49 CONS with capability statements, which need to include at a minimum:
-Company Name
-Point of Contact Name and Number
-Business Status (Large, Small, Hubzone, etc.)
-Commercial and Government Entity (CAGE) Code
Capabilities statement should be submitted by 4:30 p.m. mountain standard time (MST) 21 Jan 08.
2) Comments are requested on the DRAFT PWS
a. DRAFT PWS. The purpose of publishing a DRAFT PWS at this time is to allow all potential service providers review and comment on the 746 TS requirements. This draft PWS is for information purposes only and will be revised prior to final solicitation release.
b. DRAFT PWS Appendices. All appendices are not available at this time. Only the available appendices will be posted along with the DRAFT PWS. Notification will be made when and if remaining appendices are posted.
c. Provider Comments Worksheet. All comments concerning the DRAFT PWS must be completed on this form (Microsoft Excel document: Provider Comments Worksheet.xls) for easier consolidation by the Government. Submit ALL comments via e-mail to ALL of the following: (1) sally.roberts@holloman.af.mil, (2) danielle.deupree@holloman.af.mil, and (3) Jeremiah.Shockley@46tg.af.mil no later than 4:30 p.m. MST on 29 Jan 08.
3) Facility Tour (site visit). The potential service providers are invited to tour the facilities during Industry Day on 25 Jan 08. The purpose of the Industry Day, or site visit, is to gain more in depth knowledge on 746 TS operations and to give all potential service providers the opportunity to ask questions throughout the tour.
A Holloman AFB Visitor Access Request (VAR) form AND Consent Form (both Microsoft Word documents: VAR.doc AND Consent Form_Contractor.doc) must be completed and faxed to 505-679-1387, Attention Capt. Jeremiah Shockley no later than 12:00 p.m. MST, 21 Jan 08. US Citizens Only. The dates on the VAR need to be 25 Jan through 25 Jul 08.
