23 Contract Squadron intends to issue a contract solicitation for non-personal services for Grounds Maintenance at Moody Air Force Base, GA.

The Contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Moody Air Force Base (MAFB) in a manner that will maintain healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance in accordance with the Performance Work Statement (PWS). The contractor shall accomplish all grounds maintenance tasks identified in the PWS and Appendices A, and B, in order to meet the requirements and the Service Summary (SS). Base maps of areas maintained are provided in Appendix A, Area Maps and Site Plans. Specific ground area measurements are established in Appendix B, Ground Maintenance Estimated Quantities. These documents will be provided at time of solicitation. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, standards, instructions, and commercial practices.

The solicitation number for this acquisition is FA4830-08-R-0003 and is issued as a Request for Proposal (RFP). This solicitation is 100% 8A set-aside and restricted to Region 4. Contractors are required to have a bona-fide office within Region 4. The North American Industry Classification System is 561730. The Standard Industrial Classification Code is 0782 and the small business size standard is $6.5M. The period of performance will be one (1) basic year plus four (4) option years. The performance start date is 1 OCT 08. The total contract period will not exceed five (5) years. This solicitation is a competitive RFP and award will be based on commercial procedures found in the Federal Acquisition Regulation (FAR) Part 12. Award will be made using Price-Performance Tradeoff in accordance with FAR Part 15. The evaluation factors will be past performance and price. The solicitation will be issued on or about 15 MAY 08 and will be available to view and download on the Federal Business Opportunities (FBO) website: http://www.fbo.gov/.
