The intent of this contract is to furnish all labor, equipment and materials necessary for the repair/improvement of 4 individual ERFO sites, 1 on Forest Road 19N02, 1 on Forest Road 20N71, 1 on Forest Road 21N28, and 1 on Forest Road 22N15 on the Grindstone Ranger District of the Mendocino National Forest. Major items of work include but are not limited to: clearing, excavation, disposal of waste material, borrow excavation, installation of 180 s.y. of fin core assembly, 160 l.f. of perforated corrugated polyethylene pipe, 50 l.f. of nonperforated polyethylene pipe., grading, shaping, seeding and mulching.PROJECT LOCATION: The projects are located on the Grindstone Ranger District of the Mendocino National Forest. To reach the project from Willows, California; from the intersection of I-5 and State Highway 162, proceed west on State Highway 162 approximately 21 miles to the junction with County Roads 306, proceed south on County Road 306 approximately 1.3 miles to the junction with County Road 308 / Ivory Mill Road, then west on County 308 approximately 6 miles to the junction with 20N71, procced 8.1 miles south on 20N71 to site 20N71-1. From the junction of 20N71 and County Road 308 , proceed 0.2 miles west on County Road 308 to the junction with 20N02, then northwest 1.80 miles on 20N02 to the junction with 20N01,then west 5.75 miles of 20N01 to the junction with M3 at Ivory Mill Saddle, proceed west 2,64 miles on19N02 to site 19N02-2. From the intersection of State Highway 162 and County Road 308; proceed north 3.7 on County Road 308 to the junction with Forest Highway 7, then west on Forest Highway approximately 25.5 miles to the junction with 22N21, then north approximately 1 mile on 22N21 to the junction with 22N15, proceed northwest 4.44 miles on 22N15 to site 22N15-1. PRICE RANGE: Between $100,000 and $250,000. Estimated start work date is September 6, 2008. CONTRACT TIME: 40 Calendar days. A pre-proposal tour will not be conducted.
THIS IS A CASCADING SET ASIDE. Proposals will be accepted by HUBZone Small Businesses, Service Disabled Veteran Owned Small Businesses, Small Businesses, and Other Than Small (Large) Businesses. Proposals will be evaluated using a tiered cascading approach: when proposals are received, they will be opened for identification purposes only. The Government will evaluate only those proposals in the first tier (HUBZONE Small Businesses), and exhaust all negotiation efforts before pursuing evaluation and negotiation at the second tier (Service Disabled Veteran Owned Small Businesses). This will continue through the third tier (Small Businesses) before considering proposals from the fourth and final tier (Other than Small (Large) Businesses).
