This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. Purchase Request number is F2XHE18029A001 as a Request for Quote (RFQ) using Simplified Acquisition Procedures. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Fac 2005-26, Effective 12 Jun 2008, and Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20080812. It is the offeror's responsibility to be familiar with applicable clauses and provisions. This acquisition is for the purchase of the following items: (1) Globe Aluminized PBI/Kevlar Proximity Gear, must meet NFPA 1971 2007 Edition Standard on Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting. All garments must be certified and labeled compliant with NFPA 1971 2007 standard. The coat shall be made of the following: 7 oz aluminized PBI reinforced elbows, PBI hand and wrist guards, 3"x3.5"x9" radio pocket on left sleeve, 2 snap tabs at hem, and all coats must be fitted with a drag rescue device. Pants shall be made of the following: Aluminized PBI/Kevlar GX extreme proximity pants. All pants must have the following requirements: 7 oz aluminized kevlar shell, stediar 3000 moisture barrier-aralite quilt liner, oregon hide cuff reinforcement, aluminized PBI reinforced knees and elastic environmental seal at cuffs. The vendor shall provide at NO EXTRA COST: (a) Staff for initial sizing of all personnel. (b) Be able to respond within 48 hours to measure for new gear as personnel are hired or gear needs to be replaced. (c) Provide replacement gear for defective gear within 72 hour response time. All gear must be warranted for one (1) year from date of delivery. Award will be made to the lowest priced, responsible contractor whose quote conforms to the solicitation. This requirement is for the 42MSG/CEF. The acquisition is solicited for 100% small business set-aside. The North American Industrial Classification System Code is 423850 with a small business size standard of 500 employees. The following clauses and provisions are incorporated by reference and are to remain in full force in any resultant purchase order; FAR 52.212-1, Instructions to Offerors, Commercial Item (NOV 2007) and 52.215-5, Facsimile Proposals (DEC 2007) applies to this acquisition. Submit signed and dated quotes on company letterhead. The Government will make an award to the lowest priced, responsible, contractor whose quote conforms to the solicitation. The contractor must be registered in the Central Contractor Registration database and Wide Area Workflow. Offerors must be registered in the Online Representations and Certifications system at http://orca.bpn.gov) and provide a completed DFARS 252.225-7000, Buy American Act-Balance of Payment Program Certificate (JUN 2005) with the quote. Clauses and provisions may be accessed via the internet, http://farsite.hill.af.mil. The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items (FEB 2007) is incorporated into this RFQ and is amended to add the following clauses: FAR 52.204-4, Printed or Copied Double-Sided on Recycled Paper (AUG 2000) and FAR 52.204-7 Central Contractor Registration (JUL 2006). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (DEC 2007).
