PRE-DESIGN AND ARCHITECTURAL PROGRAMMING CONSULTANT
(WITH AN OPTION FOR DESIGN PROFESSIONAL SERVICE)
FOR GLEN MOR PHASE II STUDENT APARTMENTS PROJECT



Introduction
The University of California, Riverside (UCR) invites the submission of proposals for design professional services to assist the Office of Academic Planning and Budget/Capital & Physical Planning Department, the Office of Design and Construction, and the Housing Services Office in preparing a Detailed Project Program (DPP) for a 800 bed Glen Mor phase II Apartment style housing project, and associated parking comprising a 1:2 Parking Space/ Student Ratio. Both
Glen Mor phase I and Glen Mor phase II developments will be connected by a new pedestrian bridge.

The University will initiate a multi-phase contract, with the option to enter into a full service contract for Design Professional Services subsequent to the DPP phase.

As part of the DPP phase, the selected consultant will be required to produce written documentation including functional adjacencies, room-by-room descriptions, conceptual site and massing studies and cost estimates for the proposed facilities. The DPP process must begin the week of 8 September 2008, and be completed by 20 November 2008.

Background
The 1,121-acre UCR campus is located three miles east of downtown Riverside and is bisected by the I-215/SR-60 freeway. The 610 acres east of the freeway include the academic core and most of the existing campus facilities; the 511 acres west of the freeway include agriculture research fields and support facilities, a large parking lot, administrative facilities (Highlander Hall and Human Resources), the University Extension (UNEX) facility, and International Village student housing.

UCR is experiencing a growth cycle with a present enrollment of approximately 17,000 students (headcount) that is expected to increase to an estimated 25,000 students by 2015-16. This will necessitate the development of the West Campus for graduate and professional school programs, including a proposed School of Medicine, and increased density on the East Campus.


The University desires to align the housing program with the projected enrollment and physical campus growth. Further, it is the desire of the University and the objective of the Universitys 2005 Long Range Development Plan (LRDP), 2008 Campus Aggregate Master Planning Study (CAMPS) and the 2008 (Draft) Strategic Plan for Student Housing to increase the housing goal from 35 percent to 50 percent of the UCR students (including 75 percent of the freshmen and 50 percent of transfer students) in University housing. In 2007, UCR housed approximately 30 percent of students.

The 2005 LRDP update recognizes that the provision of high quality, affordable student housing is essential to the educational mission of the University of California. Additionally, there is a positive correlation between the provision of student housing and student retention thus it is UCRs desire to create and support a vibrant university community for our student population.
