The Department of Defense Dependent Schools-Europe (DoDDS-E) hereby issues the final Request for Proposals for the Germany Schools Maintenance Program, which provides comprehensive Routine Building and Grounds Maintenance, Routine Custodial Services, Repairs/Sustainment, and Minor Construction for DoDDS-E schools in Germany. This requirement encompasses 55 school facilities in the Bavaria, Heidelberg and Kaiserslautern School Districts and administrative facilities in Mainz-Kastel/Wiesbaden.
The Government intends to award a single contract, but will consider multiple awards if it is in the best interests of the Government. No award will be made at lower than the School District level. The contract will be an IDIQ vehicle, with all work issued under Task Orders specific to each School District/Administrative Area. Routine Maintenance and Custodial services will be Firm-Fixed-Price. Project Work for Sustainment and Minor Construction will be issued on a negotiated Firm-Fixed-Price basis under Lump Sum funded CLINs. The contract will be denominated in Euros. The contract will contain a one-year base period and four one-year options.
This RFP closes on Thursday, 24 July 2008 at 12:00 Central European Daylight Time.
This Final RFP is issued subsequent to issuance of a Draft RFP on 14 April 2008. This Final RFP supersedes the Draft RFP in its entirety. Significant changes have been made in the Final RFP compared to the draft. Some of the changes are as follows:
The SF1449 Solicitation document contains updated clauses, revisions to the Instructions for Proposal Preparation, and the Evaluation Criteria.
Several Elements of the Performance Work Statement have been clarified, especially the definition of Phase-in requirements in Para 3.2. Several of the frequencies and standards have been clarified, as has language concerning performance of Work Orders. The requirement that the Contractor load Preventive Maintenance Schedules and Equipment Inventories has been deleted.
Offerors are encouraged to read the Final RFP carefully when preparing proposals. The posting for the Draft RFP will remain posted until 30 June 2008 for reference to previous documentation.

Amendment 0001 to this RFP is issued in order to make various corrections and clarifications to this RFP. This amendment includes new Performance Work Statement, Attachment 1 Revision 1, a corrected version of Attachment 7 Price Proposal Summary Revision 1, a corrected version of Exhibit D School Area Measurements Revision 1, supplements to Exhibit E School Site Plans and Exhibit H List of Installed Equipment, and includes a copy of Exhibit X Past Performance Forms in MS Word format. The amendment includes various small corrections and clarifications to clauses and Instructions and Notices to Offerors. This amendment extends the time and date for receipt of proposals to 3:00 PM CET, 1 August 2008.

This amendment includes a revised Performance Work Statement, Attachment 1 - Revision 3, a corrected version of Attachment 7 - Price Proposal Summary - Revision 3 and a Supplement to Exhibit H - "List of Installed Equipment" to add the equipment list for Patrick Henry Village Elementary School in the Heidelberg District, which was inadvertently omitted from the original exhibit.
