Sources Sought Description: This announcement is not a request for proposal or quote and no award will be made from this announcement. It is a market research tool only.


1. The National Geospatial-Intelligence Agency (NGA) is issuing this sources sought notification as part of the market research analysis to obtain a better understanding of the current state of the marketplace, including commercial best practices, industry capabilities and commercial market service levels.


2. This Sources Sought request will expire 29 April 2008. When responding, please do not submit any proprietary information within the reply. Please limit responses to five typed pages in Microsoft Word format.


3. The NGA is the imagery and geospatial data broker, integrator, and consolidator building a single Homeland Security Infrastructure Program (HSIP) geospatial database to support domestic operational, situational and strategic awareness of the nation s infrastructure to support crisis and consequence management, preparedness planning, and critical infrastructure analysis and protection.


4. NGA is searching for sources that can provide or configure a Data Dictionary, Geodatabases, Extraction, Transfer, and Load (ETL) capabilities to facilitate the development and implementation of a working data warehouse concept for the Homeland Security Infrastructure Program (HSIP)in support of the Federal level Homeland Security, Homeland Defense, & Emergency Response & Recovery missions to protect the nation s infrastructure in accordance with Homeland Security Presidential Directive/HSPD-7 and the National Strategy for the Physical Protection of Critical Infrastructure and Key Assets.


5. Please respond to the following questions in the requested format:


A. Could a company like yours augment existing attribute definitions and provide a list of attribute definitions within a data dictionary for a defined database?


B. Could a company like yours configure a MS Access database that contains the core information required to facilitate extract, transfer and load (ETL) of data from a specified database into a refined format defined in the data dictionary? If so, could the process be automated?


C. Could a company like yours use an existing database to create a semi-automated ETL process in order for government personnel to leverage the data dictionary, combined with raw data to generate data versions that have been altered to meet the refined format?


D. Do you have a tool that will extract metadata from a Binary Large Object (BLOB) and store it in the data dictionary s database?


a. If so, what format is this typically done in?
b. Could a script be created that could bundle the converted data and convert it back into the BLOB format?


E. Could a company like yours script tools that could manage the data dictionary? If so, what would these tools do?


F. Is a company like yours familiar with the Geospatial Data Model (GDM) and Infrastructure Taxonomy? If so, to what extent?


G. Is a company like yours familiar with the National Systems for Geospatial Intelligence Feature Catalog (NSG FC)? If so, to what extent?


H. What, if any, license restrictions are on the products provided to customers?


I. How would a company like yours deliver data to a customer?


6. Information Submission: If you are interested and/or can share current information about your ability to support this database requirement, please respond to the individuals identified in this announcement no later than 29 April 2008 with the following information along with responses to 5.A thru 5.I above.
