The Colorado Procurement Code provides that a contract may be awarded for a supply or service, without competition, when there is only one source for the required supply or service. This letter addresses the issue of bidding for the attached proposal technology. Geonics, Ltd. is the manufacturer and only supplier of this tool. Likewise, I have found no reliable source for purchase of the equipment used at a lower price.
The purchase is proposed to eliminate a defect in our current ability to teach Frequency-Domain Electromagnetic (FDEM) geophysical field methods. The proposed equipment will replace an older, analog version of the EM34 which stopped functioning around a year and a half ago and cannot be repaired. The older equipment was very robust in design, enduring over two decades of intense field and laboratory activities from both undergraduate and graduate students alike. With the obvious exception of upgrading from analog to digital, the newly proposed EM34 follows the same basic principal in application and design in construction, leading us to believe that the new purchase will benefit Colorado School of Mines for many years to come.
