DESCRIPTION: The National Guard Bureau GeoBase Division intends to award a commercial (FAR 12) sole source contract with Environmental Systems Research Institute Inc (ESRI), 380 New York Street, Redlands, CA 92373-8100, under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-27. Only one responsible source is known for this procurement. It is for the procurement of a Complete ArcGIS Server 9.3 Basic Enterprise and supporting equipment (listed below). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This notice is a notice of intent to award sole source under statutory authority 10 USC23049(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies of Services Will Satisfy Agency Requirements. Note - No Award will be issued from responses to this notice. Response to this notice does not legally bind the government in any manner. Your concerns will be considered if you respond to this posting with a similar product/service.

All proposals received by 9:00 a.m. Eastern Time, September 30, 2008 will be considered by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Complete ArcGIS Server 9.3 Basic Enterprise is a turnkey node with the ESRI® ArcGIS Server 9.3 Basic Enterprise software and Microsoft Operating System preloaded and preconfigured. Both standard and high-availability configurations are available.
ArcGIS Server 9.3 Basic Enterprise is designed for GIS users who want shared access to geographic data. It provides core geodatabase management tools and technology for data storage, management, and distribution (Web-based data replication).
The enterprise level of ArcGIS Server 9.3 supports an unlimited number of users via either direct connect or connection to an application server. It offers DBMS support for all editions of Microsoft SQL Server as well as IBM DB2, IBM Informix, and Oracle. It has no data or memory limits.
