A Sources Sought Notice is being published by the General Service Administration (GSA) Automotive Division for market research and informational planning purposes only.

GSA is the mandatory source under FPMR 101-26-501 for the purchases of non-tactical vehicles for DOD, Federal Executive Agencies and other eligible users. GSA Automotive Acquisition Support Division (QMAA) anticipates the need to procure vehicles via the Express Desk Program, which processes vehicle orders for government agencies with time sensitive requirements. Vehicles ordered through Express Desk will provide a short notice requirement, requesting delivery of vehicles in fourteen (14) days or less ARO. Express Desk overarching goal is to complete the entire process, to include delivery, within 30 days or less in order to meet agency mission goals. The requested vehicle types are specified in the Federal Standard 122 and 307 http://apps.fss.gsa.gov/vehiclestandards
Mission Goals shall include:
1. Providing vehicles directly from dealerships current inventory and deliver to consignee specified address.
2. Vehicles must adhere to Federal Standards 122 and 307. For further information, please refer to hyperlink below.
3. Must be able to ship within 14 days or less to the Continental United States (CONUS), which commonly refers to the 48 Contiguous States located on the central part of the North American continent, plus the District of Columbia.
4. Must meet minimum requirements to do business with the Federal Government, which includes the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA) and the Excluded Parties List System (EPLS). All responsible GM, Ford and Chrysler dealership sources are invited to submit your interest in participating in the Express Desk Program. Comments, questions, and recommendations must be submitted by using Microsoft Word compatible format with no more than three (3) pages with 12- point font by e-mail and must be received by 3:00 pm EST on Friday, August 15, 2008.
