Synopsis:

The Department of Commerce, NOAA, National Environmental Satellite Data Information Services (NESDIS), Acquisition Division intends to negotiate on a sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1 under the statutory authority of 41.U.S.C.253 (c)(1) - Only one (1) responsible source and no other supplies or services will satisfy agency requirements, with General Dynamic Advanced Information Systems, to provide maintenance support, development and operations implementation of Marine Products derived from Satellite Synthetic Aperture Radar(SAR)Data. They are uniquely qualified to maintain, modify and document the software for operational use because they performed the research and development of this software. They are the original developer of this unique software and have intimate knowledge of these software systems and how they are supposed to operate. This knowledge is necessary for successful migration and documentation. The estimated period of performance is for 12 months with 2 (two) one-year options. This requirement consists of four (4) parts. Part 1 is maintenance and enhancement of existing algorithms/products being used in applications demonstrations in STAR. Part 2 is modification and enhancement of algorithms/products for use with other satellites. Part 3 is for software modifications and documentation to make the SAR products system operational. Finally Part 4 is for the development of New Products/Algorithms exploiting multi-polarization and multi-frequency SAR data.
All responsible sources may submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis. This is in order to determine a bona fide capability to meet the requirement. A determination by the Government not to open this requirement to competition based upon the responses to this notice is solely within the discretion of the Government. If no affirmative written response is received within 45 days from the publication of this synopsis, a contract may be issued to General Dynamic Advanced Information Systems without further notice. NAICS code is 541618 with a corresponding small business size standard of $6.5 million.
